About this opportunity
The Defense Logistics Agency (DLA) Distribution has issued a sole source justification notice for modifications to an existing Enterprise Distribution Center (EDC) modernization contract with Advantaged Solutions, Inc. (ASI). The modifications encompass updating cybersecurity requirements to achieve Authorization to Operate (ATO), integrating the Okta multifactor authentication solution, incorporating Warehouse Execution System (WES) software changes, integrating a parcel robotic system, updating Automated Guided Vehicle (AGV) pathways, and extending the contract period of performance to complete installations and software integration. DLA justifies the sole source approach under FAR 6.302-1, stating that ASI is the only responsible source capable of providing these requirements due to their existing on-site presence, established infrastructure, and ongoing system integration work, while awarding to another vendor would create unwarranted complexity and increased mobilization costs. The original contract SP3300-20-D-0021 was awarded on September 24, 2020, though the award amount is not disclosed in the available documentation. The modifications must be executed by September 2025 to avoid schedule risks and maintain the overall project timeline for the EDC modernization initiative.
Notice text
In accordance with FAR 6.302-1, the Defense Logistics Agency (DLA) anticipates issuing modifications to existing EDC Modernization Delivery Order SP3300-20-F-1300 on a sole source basis to Advantaged Solutions, Inc. for updating cybersecurity requirements, integrating the Okta solution, incorporate WES software changes, integrating the parcel robotic system, AGV pathways updates, and for the contract PoP extension required to complete installations and software integration.
Advantage Solutions Inc. has a general contractor on site to make modifications to the facility, to include the requirements listed above. Awarding to another vendor would add unwarranted complexity to the integration of systems. Additional vendors would require them to mobilize multiple times at an increased cost. ASI is already contracted to perform the installation and integration requirements listed above, which need to be appropriately coordinated for the work to be performed.
In accordance with FAR 6.302-1, Advantage Solutions, Inc. is the only responsible source capable of providing these requirements at this time. The J&A for the modifications are being posted as part of this notice.
This is not a solicitation for proposals or an invitation for bids. The Government does not anticipate receiving responses to this notice of a non-competitive action.
Awarded contract SP3300-20-D-0021 to unknown vendor for unknown amount on 2020-09-24.
