The government will evaluate offers using a best-value approach with three evaluation factors of equal importance: technical approach (3-page maximum), past performance (2-page maximum), and price, with selection to be made from the three lowest-priced offers. Technical questions must be submitted by January 22, 2026 at 4:00 PM Pacific Standard Time, with final quotations due January 23, 2026 at 5:00 PM Pacific Standard Time.

Key deliverables include quarterly TOA readiness reports, annual TOA validation reports, weekly Defense Travel System and Individual Mobilization Augmentee delinquency reports, quarterly meeting summaries, an annual expeditionary buy plan, and monthly allowance change requests.
