Anniston Army Depot's (ANAD) Lockout/Tagout (LOTO) program consists of approximately 6,500 existing procedures for equipment and machinery with an estimated 6,300 pieces located at ANAD in Anniston, AL and an estimated 200 pieces located at Hill Air Force Base in Ogden, UT. Existing procedures at the point of use are compliant with Occupational Safety and Health Administration (OSHA) standards for LOTO, which are contained in The Control of Hazardous Energy 29 CFR 1910.147. Approximately 600 procedures will need to be modified or created new from a template as qualified equipment is discovered or added to ANAD property inventory. Any new LOTO procedures shall also be in accordance with 29 CFR 1910.147.
ANAD requires administration and implementation of LOTO program services at ANAD in compliance with OSHA 29 CFR 1910.147 for a base period of 18 months with 3 one year option periods. LOTO program services are not limited to, but shall include duties and parameters as identified in the Statement of Work (SOW).
North American Industry Classification System Code is 541330; size standard is H935 employees. This solicitation will be issued electronically in accordance with FAR 4.502, and 5.102(a); therefore hardcopies will not be provided. Proposals submitted must be in electronic format as stated in the solicitation. Each piece of equipment requires machine-specific graphical "LOTO Procedures" (hereafter Procedure(s)) and an Equipment Hazardous Energy Survey.
