About this opportunity
The U.S. Army Corps of Engineers, St. Paul District, is seeking a contractor to deliver mixed concrete to the Minnesota-side spillway at Lock and Dam 8 in Genoa, Wisconsin. The contractor will be required to deliver ready-mix concrete during winter months (November 1 - March 1) over a two-year period, with deliveries requiring backing across the 20-foot wide Reno spillway. The procurement will be conducted under NAICS code 327320 (Ready-Mix Concrete Manufacturing) with a size standard of 500 employees. The resulting contract will be structured as a Firm, Fixed-Price Indefinite Delivery, Indefinite Quantity (IDIQ) contract awarded through a Request for Quote (RFQ) process. The solicitation is expected to be posted within approximately one week of the September 16, 2025 pre-solicitation notice date, with responses due by October 20, 2025.
This procurement is designated as a Total Small Business set-aside, limiting competition to qualifying small businesses under the Ready-Mix Concrete Manufacturing classification. The concrete deliveries will be made in 30-yard batches with a tolerance of plus or minus 10 percent per delivery. The minimum quantity requirement is 350 cubic yards, though the total could increase to as much as 450 cubic yards over the contract period. No incumbent contractors or potential award values are identified in this pre-solicitation notice. The contract will span deliveries across two winter seasons, with the challenging requirement of maneuvering concrete trucks across the narrow spillway structure during potentially difficult weather conditions.
