About this opportunity
The U.S. Army Corps of Engineers, Walla Walla District, has issued a Special Notice to inform industry of its intent to solicit on a sole source basis from Rockwell Automation Inc. for the procurement of one (1) Factory Talk Software Package. This software is required to replace and rehabilitate the switchgear systems and governor oil pump motors at the Lower Monumental Dam.
The purpose of this Special Notice is to justify the sole source procurement of the Rockwell Automation Factory Talk software. Due to the standardized nature of the Allen-Bradley controls and interfaces at the dams, the use of other hardware and software is not feasible. Rockwell Automation follows a strict distribution model, and the only authorized distributor, Columbia Electric Supply, is not registered in SAM and will not do so. Interested parties may identify their interest and capabilities in writing to the contracting officer by September 4, 2024. This notice is not a formal solicitation, and no award will be made based on responses received.

NOTICE OF INTENT TO SOLE SOURCE FOR LMA FACTORY TALK SOFTWARE
In accordance with FAR 13.106-1(b)(1), Soliciting from a single source, the U.S Army Corps of Engineers (USACE), Walla Walla District, is issuing this special notice to inform industry of the intent to solicit on a sole source basis to Rockwell Automation Inc for one (1) Factory Talk Software Package. All Programable Logic Controllers for the switchgears in the hydroelectric dams designed and maintained by the USACE Northwestern Division and the Hydroelectric Design Center (HDC) with standard and compatible Allen Bradley Parts programmed with software by Rockwell Automation. Due to the standardized nature of these controls and interfacing with other systems with common software interfaces at the dams, the use of other hardware and software for controls is not feasible.
The North American Industry Classification System (NAICS) for this requirement is 513210, Software Publishers.
This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and requests for such a document will not be honored. No award will be made on the basis of offers received in response to his notice.
Interested parties may identify their interest and capabilities in writing to tiffany.chang@usace.army.mil no later than 11:00 AM PST on September 4, 2024. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements.
