About this opportunity
This pre-solicitation notice is for the procurement of LMA Factory Talk software by the U.S. Army Corps of Engineers, Walla Walla District. The software will be acquired through a firm-fixed-price supply contract under NAICS code 513210. This is a sole source procurement, as the software must be purchased directly from the original manufacturer, Rockwell Automation, to maintain the original warranty and licensing. The solicitation documents will be available on the SAM.gov website, and interested offerors must be registered in the SAM database prior to award and during contract performance. There is no set-aside designation for this procurement.
The Sole Source Determination indicates that all programmable logic controllers at USACE dams are standardized on Allen-Bradley hardware and Rockwell Automation software, and the use of other hardware or software is not feasible. The authorized distributor, Columbia Electric Supply, is not registered in SAM, making them unacceptable. The contracting officer has determined this sole source procurement is authorized and in the government's best interest.
