About this opportunity
The Department of the Navy Naval Sea Systems Command is seeking qualified contractors to provide living barge sustainment support for United States Navy crews stationed in the New England Area, including Groton Connecticut, New London Connecticut, and Kittery Maine. The services encompass a comprehensive range of maintenance and repair activities including hydrogen sulfide alarm system calibration and certification, fire and flooding alarm inspection, HVAC repairs, galley repairs, habitability repairs, barge systems inspections, tank and void cleaning and pumping, and hazardous waste control in accordance with federal regulations. The contract requires multi-trades maintenance personnel to work 8 hours daily Monday through Friday and 4 hours on weekends and holidays, with availability for after-hours emergencies. Interested contractors must submit a capabilities statement package not exceeding 15 pages demonstrating prior experience performing similar work within the last three years, including contract details, company profile information, CAGE Code, UEI number, small business status, and details regarding available resources and personnel qualifications. The Pre-Solicitation Notice was posted on December 12, 2025, with a response deadline of December 15, 2025, allowing potential bidders a three-day window to express interest and submit preliminary documentation.
This procurement is not designated as a set-aside for any specific business category. The government files reference detailed Ship Repair Specifications for barge maintenance under the Mid-Atlantic Regional Maintenance Center guidelines, indicating the scope of work encompasses temporary services, equipment testing, system verification, and regulatory compliance documentation. The appropriate NAICS code for this opportunity is 336611 (Ship Building and Repairing), and the PSC category is J998 (Non-Nuclear Ship Repair East). While the Pre-Solicitation Notice does not specify an explicit contract award value or total budget allocation, the comprehensive nature of the required services and the continuous staffing requirements suggest a significant annual contract value. No incumbent contractor information is provided in the available documentation, though the detailed specifications suggest this represents an ongoing sustainment requirement for naval facilities in the Northeast region.
