About this opportunity

The Department of Agriculture Agricultural Research Service seeks a livestock respiration chamber system with installation and training, with quotations due August 28, 2026. This is a Total Small Business Set-Aside; only small business concerns are eligible to quote.

Place of performance is Burlington, Vermont. The system must be mounted on a skid for in-barn mobility via skid steer and capable of measuring methane, carbon dioxide, oxygen, and hydrogen eructation from individual finishing beef cattle. The chamber must accommodate up to 30 animals simultaneously, include radio frequency identification tag monitoring synced to a cloud-based platform via WiFi or cellular modem, feature autocalibration, and support Windows-compatible software for data entry and management. The contractor must provide on-site installation, training, and continuous customer support for the product's lifecycle. Delivery is required within 90 days of award.

The Government has identified specific C-Lock brand components (Greenfeed Standard Bin with H2, O2, Weather Station; Skid Platform Assembly with Sliding Alleyway; and Calibration Gases Kit) and will accept equal products meeting all salient characteristics. Quoters proposing equal products must provide detailed descriptive literature demonstrating equivalency. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing, with a 1,000-employee small business size standard. Award will be made on a lowest price technically acceptable basis, with evaluation considering price fairness and reasonableness, technical acceptability, and past performance (rated as acceptable, neutral, or unacceptable). Quotes must remain firm for 90 calendar days from receipt. Delivery is FOB destination unless FOB origin is specified with documented shipping costs included.

Description of Amendment 1 RFI Answer Question - Can you please provide designs for these chambers? Answer - The government is interested in the respiration chamber for in situ measurements described by the authors in this manuscript and illustrated in figure 2.A. It is important that this device is moveable between pens, but heavy enough to withstand impact from pens of full-size beef cattle (hence we expect it will need to be on a skid and moved by a skid steer). The device should ideally be able to entice animals to use it and monitor individual eructation (belches)/breathes via an intake manifold for carbon dioxide, Hydrogen, Oxygen, and methane. The device should use a radio frequency identification tag to monitor the individual animals and sync the gaseous data to a cloud-based platform via WiFi or cellular modem. We would expect the manufacturer to provide site level installation and continuous training and customer support for the life of the product.
All other terms and conditions remain the same.
