About this opportunity
The U.S. Army Corps of Engineers, Walla Walla District, is seeking a contractor to repair an oil leak on a Kaplan turbine shaft hub at the Little Goose Unit 3 facility. The project involves sealing a critical oil leak without fully disassembling the turbine unit, focusing on containing leakage by implementing a specialized sealing solution at the shaft flange. Contractors will need to demonstrate technical expertise in heavy civil engineering construction, with specific capabilities in turbine repair and precision fabrication. The sources sought notice invites small businesses to submit responses detailing their past project experience, technical qualifications, business size, and bonding capacity. Interested firms must respond by June 5, 2025, with the government anticipating a contract award in August 2025 and on-site work commencing in September 2025.
The contract opportunity is not set aside for any specific business category, making it open to qualified small businesses under NAICS code 237990 for Other Heavy and Civil Engineering Construction. The estimated project value ranges between $1,000,000 and $5,000,000, with the primary scope involving fabricating and installing a 106-inch segmented steel seal ring, welding pipe caps on coupling bolts, and installing stainless steel tubing to redirect leaked oil. The project requires comprehensive pressure and leak testing, with all work to be performed in the turbine pit under confined conditions. The on-site work is scheduled to be completed by December 2025, representing a approximately four-month project timeline. The contract will require precise technical execution to repair the turbine without complete disassembly, routing leaked oil back to the static oil head while maintaining operational integrity.
Notice text
The project involves sealing a known oil leak on a Kaplan turbine shaft hub, allowing Unit 3 to resume normal Kaplan operations. Little Goose Main Unit 3’s Kaplan turbine runner was forced out of service when the turbine was found to be leaking oil. The main scope of work for this contract addresses the leak found at the turbine shaft to hub flange. The o-ring between the top of the Kaplan hub and the shaft lower flange has failed at this location. The work detailed will contain the runner leakage and route the leaked oil back to the static oil head. Instead of replacing the failed o-ring (requiring unit disassembly), this job seeks to contain leakage by sealing the outer diameter of the shaft flange where it meets the hub. It will also include welded caps for each coupling bolt, and piping at the shaft jacking bolts to contain leaking within the flange face and routing it back to the static oil head. The work will be completed with the unit partially disassembled (performed by government personnel) and confined to the turbine pit with limited egress.
