Summary of Scope of Work:

The project involves sealing a known oil leak on a Kaplan turbine shaft hub, allowing Unit 3 to resume normal Kaplan operations. Little Goose Main Unit 3’s Kaplan turbine runner was forced out of service when the turbine was found to be leaking oil. The main scope of work for this contract addresses the leak found at the turbine shaft to hub flange. The o-ring between the top of the Kaplan hub and the shaft lower flange has failed at this location. The work detailed will contain the runner leakage and route the leaked oil back to the static oil head. Instead of replacing the failed o-ring (requiring unit disassembly), this job seeks to contain leakage by sealing the outer diameter of the shaft flange where it meets the hub. It will also include welded caps for each coupling bolt, and piping at the shaft jacking bolts to contain leaking within the flange face and routing it back to the static oil head. The work will be completed with the unit partially disassembled (performed by government personnel) and confined to the turbine pit with limited egress.

1. Fabrication and Installation of Metal Seal Ring

Design, fabricate, and install a segmented steel seal ring (~106" diameter) at the turbine shaft flange/hub interface.

The ring must include redundant seals and a flanged joint for assembly/disassembly.

Contractor to submit detailed drawings for approval, including methods of joining and sealing.

Ring to be painted with Government-supplied primer and paint (per powerhouse standards).

2. Seal Welded Caps on Coupling Bolts

Fabricate and weld pipe caps over hub-to-shaft coupling bolts to prevent oil leakage.

Caps will be penetrant tested by a third-party Non-Destructive Examination (NDE) contractor, under Government Quality Assurance Representative (GQAR) oversight.

Caps will also be pressure tested and coated with immersion-grade epoxy paint.

3. Stainless Tubing Installation

Install 3/8" stainless steel tubing to redirect any leaked oil through existing unwatering piping via modified jacking bolt holes.

Tubing will include NPT taps, check valves, and routing to the static oil head.

4. Final Testing

After sealing components are installed, the system will be pressure tested.

Under Government oversight, apply 25 psi air to the Kaplan system and perform leak checks using soapy water.

Inspection will focus on the following: seal ring, coupling bolt caps, stainless piping, blade seals, and runner cone seam.

Tentative Schedule:

Anticipated Award: Aug 2025

Start of On-Site Work: Sept 2025

Estimated Completion: Dec 2025
