About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command (MICC) Fort Hood is seeking to procure a comprehensive liquid nitrogen tank replacement for the West Desert Test Center at Dugway Proving Ground. The solicitation requires the purchase and installation of a new 5,000-gallon Liquid Nitrogen (LN2) Tank with an associated evaporative system for building 4156. Critical requirements include the tank itself, a one-time fill, an ambient air vaporizer to convert cryogenic LN2 into gas, and a pressure temperature control manifold. The project necessitates complete equipment procurement, installation labor, and removal of the existing 3,000-gallon nitrogen tank. While specific evaluation criteria are not explicitly detailed in the solicitation, the contract appears to emphasize technical compliance with precise installation specifications, including connecting the new tank to existing building infrastructure and ensuring compatibility with low-pressure liquid cylinder filling requirements.

The contract opportunity is designated as a Total Small Business set-aside, targeting businesses within the Metal Tank (Heavy Gauge) Manufacturing NAICS category (332420). The place of performance is located in Dugway, Utah 84022, with a solicitation posting date of May 20, 2025, and a response due date of June 18, 2025. The new tank must be mounted on an existing concrete pad measuring 34ft x 16ft and will need to integrate with the current tubing and pipe system. While specific award value is not disclosed, the project involves complex technical specifications including dispensing LN2 to top containers and filling 250-liter liquid cylinders at a low pressure of 22 PSI. The procurement falls under the Storage Tanks Product Service Code (5430) and represents a specialized infrastructure replacement project for a military testing facility.
