About this opportunity

The Uniformed Services University of the Health Sciences (a DOD entity) is preparing to procure a liquid nitrogen storage system and seeks industry capabilities information by August 5, 2026 at 12:00 p.m. EST. This is a sources-sought announcement, informational only and not a binding commitment; responses are voluntary and uncompensated. All vendors must be registered in SAM and should clearly identify whether they are manufacturers, suppliers, or distributors.

The system is a Class 2 Standard Height cryogenic freezer for biological sample preservation, constructed of heavy-duty cryogenic-grade stainless steel with multi-layer vacuum insulation, jacketed liquid nitrogen reservoir with isothermal dry-vapor design, and mounted on mobile casters. The unit must maintain average operating temperature of −193°C or lower without direct sample submersion, feature a counter-balanced lockable lid with woven gasket system, wide neck opening of at least 31.0 inches diameter, and dual relief valves. The storage system must accommodate standard industry rack systems (square or rotary/carousel configurations) with minimum capacity of 17 racks holding 221 boxes (22,100 vials) of 2 mL samples or 1,120 cryobags of 50 mL capacity. Maximum liquid nitrogen reservoir capacity is 75 liters with exterior dimensions not exceeding 37.0 inches wide by 48.0 inches deep by 47.5 inches high. The system shall include an integrated microprocessing auto-fill and monitoring controller with dual-temperature display, automated LN2 level sensing, and programmable high/low alarm thresholds.

The NAICS code is 333415 with a small business size standard of 1,250 employees. Respondents must submit CAGE Code, SAM registration expiration date, relevant specifications and drawings, manufacturing location, and foreign-ownership disclosure to ryan.jeffers@usuhs.edu.
