About this opportunity
Naval Sea Systems Command at Norfolk Naval Shipyard seeks liquid carbon dioxide service, with proposals due May 5, 2026. The procurement is a small business set-aside under NAICS 325120, Industrial Gas Manufacturing.
Place of performance is Portsmouth, Virginia (Norfolk Naval Shipyard, Building 276). The contractor must fill 220 cylinders: 210 twenty-five-pound cylinders and 10 fifty-pound cylinders with beverage-grade liquid CO2, conduct hydrostatic testing and recertification on all cylinders with Shop Acceptance Test tagging, and segregate Navy-owned cylinders while preserving all identification tags and markings. Contract performance spans May 4, 2026 through May 3, 2027, or until all cylinders are picked up by the shipyard, whichever is later.
Contractor personnel without permanent party status or Common Access Cards must obtain a Defense Biometric Identification System card through a multi-step vetting process involving SECNAV 5512 forms, CVS spreadsheet completion, Commander Navy Region Mid-Atlantic vetting, and Pass and ID office processing. Green NAVSEA access badges require proof of U.S. citizenship. Portable electronic devices with cameras are prohibited in Controlled Nuclear Information Areas, Nuclear Work Areas, and Open Storage Areas, and are completely prohibited on Department of Navy submarines per COMSUBLANT/COMSUBPACINST 2075.1C.
Quotations must include technical capability certification, price submission on SF 1449, and executed representations and certifications. Quotes remain firm for sixty days. Questions were due April 29. Contracting officer is Michelle Augustus; technical point of contact is David Love.

PLEASE NOTE:
QUESTION - SHOULD THESE BE PALLETIZED OR DELIVERED BACK TO YOU AS SINGLE CYLINDERS?
NORMALLY THE VENDOR PICKS UP AND RETURNS THE CO2 CYLINDERS AS SINGLE CYLINDERS, THEY ARE LOADED ONTO THE TRUCK ONE AT A TIME AND THEN STRAPPED INTO PLACE. IF THEY ARE PALLETIZED UPON RETURN WE CAN ALSO ACCOMMODATE THAT.
