About this opportunity
The Naval Surface Warfare Center Carderock Division (NSWCCD), under the Department of the Navy Naval Sea Systems Command, is procuring liquid argon microtank leasing and delivery services through three separate Requests for Quotation (RFQs). The government seeks a five-year Blanket Purchase Agreement to supply a 3,000-liter liquid argon micro bulk tank with a 5K vaporizer and line regulator, along with ultra-high purity (99.999%) liquid argon refills, delivery, setup, testing, yearly lease renewal, and HAZMAT services. The procurement will support the Additive Manufacturing Project Office's research, development, testing, and evaluation efforts. Quotations will be evaluated on a lowest price technically acceptable (LPTA) basis, with award decisions made without discussions with quoters. The three RFQs have staggered deadlines: the first RFQ closed on December 29, 2025, the small business set-aside RFQ closes on March 16, 2026 at 12:00 PM EST, and the full and open competition RFQ closes on April 10, 2026 at 12:00 PM EST; site visits are available March 2, 3, 5, and 6, 2026 between 9:00 AM and 1:00 PM EST.
The second RFQ is restricted to small businesses (NAICS code 325120 with a 1,200-employee size standard), while the third RFQ allows full and open competition. No incumbent contractors or current awardees are identified in the solicitation materials. The total master dollar ceiling for the five-year BPA is $349,999, with the initial order period spanning twelve months following award, and subsequent yearly lease orders also for twelve-month periods. The contractor must deliver the equipment to NSWC Carderock located at 9500 MacArthur Boulevard, Building 60, West Bethesda, Maryland 20817 on an FOB Destination basis. Quotations must be submitted electronically to steven.besanko@navy.mil, with invoices subsequently submitted through the DoD Wide Area Workflow (WAWF) system for electronic funds transfer payment.
