About this opportunity
The Consumer Financial Protection Bureau intends to award a limited-source bridge order to Raft LLC under GSA Multiple Award Schedule contract 47QTCA18D003V for RegTech platform support services to the HMDA Operations program, with an estimated value of $2,178,601.60.
The justification cites FAR 8.405-6(a)(1)(i)(A), unusual and compelling urgency. Raft's pending acquisition by Leonardo DRS, Inc. (announced July 28, 2026, with closing anticipated in Q4 2026) will cause Raft to lose small business and 8(a) program eligibility, rendering it ineligible for further set-aside orders under the existing 8(a) Blanket Purchase Agreement 9531CB23A0007. The bridge order is necessary to maintain continuity of HMDA operations through the statutory March 31, 2027, publication deadline and to allow CFPB time to complete a competitive follow-on 8(a) set-aside BPA.
Services include project management, business and data analysis, and core development support for HMDA platform operations, including regulatory interpretation, code integration, agile development coordination, and customer support. The bridge period of performance runs from September 16, 2026, through April 16, 2027 (7 months), with a single capped option of up to six additional months. Pricing will be evaluated against Raft's current GSA MAS rates and compared against market research pricing from four capable 8(a) firms. The CFPB Competition Advocate approved the justification on September 4, 2026.
