About this opportunity
The Department of Health and Human Services National Institutes of Health National Institute of Child Health and Human Development has issued a Limited Sources Justification Notice for a six-month extension of software, database administration, and support services for the NLM LHNCBC (National Library of Medicine Lister Hill National Center for Biomedical Communications). The extension modifies GSA Contract #47QTCA18D00JA, Task Order #75N97022F00091, covering the period from September 25, 2025, to March 24, 2026, to prevent a lapse in critical services while the government conducts a competitive re-procurement process. The justification is based on FAR 8.405-6(a)(1)(i)(B), which allows for sole source procurement when only one source is capable of providing the required supplies or services at the necessary quality level due to their unique or highly specialized nature. The contract was awarded to an undisclosed vendor on September 24, 2025, though the award amount was not specified in the notice. This extension was treated as a new procurement action requiring limited sources justification because the original task order's option provision (FAR 52.217-8) was not evaluated at the time of the initial award.
Notice text
The Government intends to issue a modification to extend GSA Contract # 47QTCA18D00JA, Task Order (TO) # 75N97022F00091 for six months to prevent a lapse in service for software, database administration, and support services for NLM LHNCBC from September 25, 2025, to March 24, 2026. This proposed extension is to prevent a break of service while providing the Government with the necessary time to award the competitive re-compete acquisition. Although FAR 52.217-8 was included in the original award of the task order, it was not evaluated at the time of award. Accordingly, this six-month extension was treated as a new procurement action requiring a Limited-Sources Justification in accordance with FAR 8.405-6.
The acquisition is conducted under the authority of the Multiple-Award Schedule (MAS) Program. Consideration of schedule contractors will be restricted in accordance with:
FAR 8.405-6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
Awarded contract 47QTCA18D00JA to unknown vendor for unknown amount on 2025-09-24.
