About this opportunity

The Department of Homeland Security Office of Procurement Operations issued this Limited-Sources Justification to award a Blanket Purchase Agreement for Workers' Compensation Medical Case Management Services (WC-MCMS) to Managed Care Advisors, Inc., located in Bethesda, Maryland. The services encompass comprehensive medical case management support for DHS personnel nationwide across all 50 states, the District of Columbia, and U.S. territories, including Puerto Rico, the U.S. Virgin Islands, Guam, the Northern Mariana Islands, and American Samoa. The justification for sole sourcing to MCA is based on economy and efficiency considerations, specifically citing the substantial costs and significant delays—estimated at 24 months and considerable expense—that would be required for a new contractor to achieve FedRAMP readiness and full Authorization to Operate, along with MCA's existing proprietary WebOPUS IT system that has held DHS authorization since June 2017. The total estimated contract value is $71,182,006.35 with a base ordering period from March 31, 2026, to March 30, 2027, plus four optional 12-month ordering periods extending through fiscal year 2030. Key services include a 24/7 injury reporting hotline, proactive case management from First Report of Injury through return-to-work or case resolution, a nationally integrated network of medical care management services, and integration with an existing FedRAMP-ready IT system, with DHS intending to recompete the requirement in fiscal year 2031 pending adequate market competition.
