About this opportunity
The Department of the Army Corps of Engineers has awarded a limited-source contract to Plateau Group Inc. (CAGE 1LUX1), a small business concern, for planning, operating, and maintenance of the Web Compliance Assessment and Sustainment System-Enterprise (WEBCASS-E) platform under contract 47QTCA19D00K9, awarded September 25, 2026.
The justification rests on the proprietary nature of the WEBCASS-E software. Market research conducted via Request for Information on the CHESS eMART Digital Marketplace in February 2026 yielded seven responses; the technical team determined that only Plateau Group Inc. possesses the capability to sustain the platform. WEBCASS-E functions as the Army's integrated enterprise IT platform for environmental compliance data collection, hazardous material tracking, and regulatory reporting to Army Headquarters, the Office of the Secretary of War, Congress, and other regulatory authorities. Sustainment activities are strictly limited to cybersecurity vulnerability testing and updates, documentation maintenance, routine data requests, technical analysis for operational issue resolution, program management, and data analysis.
The contract period of performance runs from August 21, 2026 through August 20, 2027 for the base year, with an option to extend services from August 21, 2027 through February 21, 2028. Fiscal Year 2026 Operation and Maintenance funds support the effort. The contracting activity is the Army Geospatial Center; the requiring activity is the Assistant Secretary of the Army for Installations, Energy and Environment. Statutory authority is Title 41 U.S.C. 4106(c)(2) and FAR 8.401(b). No subcontracting is anticipated.
