About this file

This is a Justification Review Document for a FAR Part 8 Limited Sources procurement. The document supports approval to award a firm-fixed-price contract to Plateau Group Inc. (CAGE 1LUX1), a small business concern, for planning, operating, and maintenance of the Web Compliance Assessment and Sustainment System-Enterprise (WEBCASS-E) platform on an as-is basis without enhancements. The contracting activity is the United States Army Corps of Engineers (USACE), Army Geospatial Center (AGC), with the requiring activity being the Assistant Secretary of the Army for Installations, Energy and Environment (OASA IE&E). The contract period of performance spans from 21 August 2026 through 20 August 2027 for the base year, with an option to extend services under RFO 52.217-8 from 21 August 2027 through 21 February 2028. Fiscal Year 2026 Operation and Maintenance (O&M) funds will support the effort, with award projected on or before 21 August 2026.

The justification asserts that only Plateau Group Inc. is capable of providing the required services because the WEBCASS-E software is proprietary to that vendor and represents a unique, highly specialized solution. WEBCASS-E functions as the Army's integrated enterprise IT platform for environmental compliance data management, hazardous material tracking, and regulatory reporting to Army Headquarters, the Office of the Secretary of War, Congress, and other regulatory authorities. Sustainment activities are strictly limited to cybersecurity vulnerability testing and updates, documentation maintenance, routine data requests, technical analysis for operational issue resolution, program management, and data analysis to maintain data source integrity. Market research was conducted via Request for Information on the CHESS eMART Digital Marketplace in February 2026 with seven responses received; the technical team determined only Plateau Group Inc. is fully capable of meeting the requirement. The procurement is justified under Title 41 U.S.C. §4106(c)(2) and RFO 8.401(b) based on the unique and highly specialized nature of the proprietary software and required services, with no effective competition available and no anticipated subcontracting.
