About this opportunity

The GSA Office of Administrative Services issued a sole source justification notice on March 5, 2026, to procure Symphony Software-as-a-Service (SaaS) and Information System Security Officer (ISSO) support services from Apex Logic, Inc. under GSA MAS contract number 47QTCA22D00A2. The justification for this sole source procurement rests on two primary arguments: the Symphony platform currently manages all active procurement data, vendor proposals, and evaluations for four major federal acquisition programs (OASIS+, Polaris, Alliant 3, and ASTRO) worth billions in potential contract value, and transitioning to an alternative platform mid-competition would disrupt solicitations, compromise procurement integrity, and result in approximately $50 million in revenue losses from delayed awards. The government analyzed alternative commercial platforms such as Deltek, Oracle, and SAP Ariba, but determined that implementing these systems would require 12-36 months, cost $1.8 million to $8 million in transition expenses, and necessitate over 5,300 hours of data migration work. The task order will be issued on a firm-fixed-price basis as a 100% Woman-Owned Small Business set-aside with an estimated total value of approximately $11 million for a three-year period consisting of a twelve-month base period and two twelve-month option periods. The award to Apex Logic, Inc. was scheduled for March 13, 2026, with current Symphony contracts expiring March 14, 2026, making continuity of service essential.
