About this file
This is a Sole Source Justification for a Multiple Award Schedule (MAS) task order to be issued to Apex Logic Inc. under GSA contract 47QTCA22D00A2. GSA FAS is procuring Symphony SaaS and Symphony ISSO Services on a firm-fixed price basis for a 12-month base period with two 12-month option periods (three years total). The order is a 100% woman-owned small business set-aside valued at an estimated total of $11M (specific amount redacted). The requirement supports GSA's four major acquisition programs—OASIS+, Polaris, Alliant 3, and ASTRO—which have active solicitations and source selection evaluations currently in progress using the Symphony software platform. These programs serve the entire federal government and represent billions in potential contract value.
The justification asserts that Apex Logic is the sole source capable of meeting this requirement under GSAM 538.7104-3(b)(1)(iii) and 538.7104-4(b)(1) based on two primary arguments. First, the proprietary Symphony platform currently manages all active procurement data, vendor proposals, and evaluations for four ongoing major acquisitions; transitioning to an alternative platform mid-competition would disrupt solicitations, compromise procurement integrity, expose sensitive contractor data to security breaches, and delay critical government contract awards. The current Symphony contracts expire March 14, 2026, making continuity essential. Second, the justification analyzes alternative solutions—commercial acquisition platforms (Deltek, Oracle, SAP Ariba), government-owned solutions, and custom development—and concludes none can provide equivalent functionality within acceptable timeframes or costs. Alternative platforms would require 12-36 months for implementation, cost $1.8M–$8M in direct transition expenses, necessitate 5,300+ hours of data migration and configuration work, and result in $50M+ in revenue loss from delayed contract awards plus potential litigation costs. GSA's market research, conducted January 21, 2026, confirmed Symphony's proprietary status and no authorized resellers exist. The justification notes GSA is developing the Procurement Automation Environment (PAE) as a government-owned platform for future use, positioning this task order as a temporary solution beyond which no renewals or extensions are planned.

U.S. General Services Administration
GSA FAS has four major acquisition programs (OASIS+, Polaris, Alliant 3, and ASTRO) that have active/open solicitations and source selection/evaluations currently in progress using the Symphony software platform. These programs serve the entire federal government and represent billions in potential contract value. The current Symphony contracts have performance periods ending within the next few weeks, with the earliest end date on March 14, 2026, thus it is critical to complete an award of a new task order for this requirement by no later than March 14, 2026, to avoid a break in service and disruption to the above-referenced major acquisition programs.
Conducting full competition would result in unacceptable delays that would:
● Disrupt Active Solicitations : Force suspension of ongoing contractor evaluations, potentially triggering GAO protests and vendor litigation
● Compromise Procurement Integrity : Risk violating federal acquisition regulations by altering evaluation processes mid-competition
● Threaten Sensitive Data Security : Require manual processes using unauthorized tools, exposing proprietary contractor information to security breaches
● Delay Critical Government Contracts : Postpone award of essential IT and professional services contracts that federal agencies depend on for mission operations
GSAM 538.7104-3(b)(1)(iii) Only One Source Is Capable:
Symphony is the only software platform currently managing these active procurements with all vendor proposals, evaluations, and sensitive data already in the system. Transitioning to a different platform mid-competition would require costly re-solicitation, create legal challenges, and undermine the government's procurement integrity requirements.
1. Unique Qualifications Required for Performance:
The required service demands a software platform with the following unique qualifications:
● Active Data Management : Ability to seamlessly continue managing existing vendor proposals, evaluations, and sensitive procurement data for four ongoing major acquisitions (OASIS+, Polaris, Alliant 3, ASTRO)
● Procurement Integrity Continuity : Maintain consistent evaluation processes and secure data handling for active solicitations without disruption
● Proprietary System Integration : Support existing workflows, user configurations, and data structures already established in the Symphony platform
● Section 508 Compliance : Meet federal accessibility requirements while supporting complex procurement evaluation processes
● IDIQ Contract Specialization : Provide specialized workflow management designed specifically for GSA's indefinite delivery/indefinite quantity contract vehicles
2. How Selected Source Meets Requirements:
Apex Logic's Symphony SaaS uniquely meets these requirements because:
● Existing Data Custody : All active procurement data, vendor proposals, and evaluation materials currently reside within Symphony's secure environment
● Proven GSA Integration : Demonstrated successful performance supporting OASIS+, ASTRO, Alliant 3, and Polaris programs with established workflows and user configurations
● Specialized Functionality : Purpose-built features for managing IDIQ solicitations, Q&A processes, proposal validation, and evaluation assignments specific to GSA's requirements
● Regulatory Compliance : Fully Section 508 compliant with established security protocols for handling sensitive procurement information
3. Government Determination of Single Source Capability:
Market research determined Apex Logic is the only source capable because:
● Proprietary Software Exclusivity : Symphony is proprietary to Apex Logic with no authorized resellers or alternative licensing arrangements available
● Data Continuity Requirements : Only Apex Logic can provide uninterrupted access to existing procurement data and maintain evaluation processes for ongoing solicitations
● Technical Integration : Alternative platforms would require complete data migration and system reconfiguration, making them incapable of meeting the continuity requirement during active solicitations
● Risk Assessment : Transitioning to any other platform during ongoing competitions would compromise procurement integrity and create unacceptable legal and operational risks
The new requirement maintains identical core functionality as the previous procurements: Symphony software licenses and support for GSA's major acquisition programs (OASIS+, Polaris, Alliant 3, and ASTRO). The scope remains procurement management software services including solicitation management, proposal intake and evaluation, and source selection support. No substantial modifications to technical requirements, performance standards, or service delivery methods are proposed.
Detriment of Full Competition Process:
Conducting full competition would create significant government detriment:
● Operational Disruption : Current active solicitations would be suspended, potentially triggering GAO protests and vendor litigation
● Data Security Risk : Transition to a new contractor would require migration of sensitive procurement data, creating security vulnerabilities
● Increased Costs : Full competition timeline would necessitate contract extensions and potential gap coverage, increasing overall program costs
● Loss of Institutional Knowledge : New contractor would require extensive onboarding and system configuration, reducing efficiency
● Mission Impact : Delays would affect government-wide procurement consolidation efforts and prevent timely contract awards to federal agencies
GSAM 538.7104-4(b)(1) Items Peculiar to One Manufacturer:
(1) Alternative Software Solutions Analysis:
a. Commercial Acquisition Platforms (e.g., Deltek, Oracle, SAP Ariba):
● Capabilities : General procurement management, basic evaluation workflows, document management
● Limitations : Lack GSA-specific IDIQ contract workflows, no existing integration with GSA systems, require extensive customization for complex source selections
● Cost Impact : $2.5M - $4M for licensing, customization, and integration
● Schedule Impact : 18-24 months for full implementation and testing
b. Government-Owned Solutions (e.g., other agency platforms):
● Capabilities : Basic solicitation management, evaluation support
● Limitations : Not designed for GSA's multi-billion dollar GWAC requirements, lack Section 508 compliance, no fee collection integration
● Cost Impact : $1.8M - $3M for modification and deployment
● Schedule Impact : 12-18 months for adaptation and security approval
c. Custom Development Solutions:
● Capabilities : Could be tailored to GSA requirements
● Limitations : No existing functionality, requires complete development from scratch, unproven reliability

(2) Quantified Impacts of Switching to Alternative Solutions:
a. Immediate Operational Impacts:
● Active Solicitation Disruption : Four major ongoing procurements (OASIS+, Polaris, Alliant 3, ASTRO) would be suspended, potentially triggering GAO protests and contractor litigation
● Procurement Integrity Violations : Changing evaluation platforms mid-competition would compromise federal acquisition regulations and create legal exposure
● Security Breach Risk : Sensitive vendor proposals and evaluation data would be exposed during system transitions
b. Financial Impact Analysis:
● Direct Transition Costs : $2.5M - $8M depending on alternative selected
● Revenue Loss : $50M+ in delayed contract awards and suspended fee collection
● Legal/Litigation Costs : $500K - $2M for potential GAO protests and vendor claims
● Staff Productivity Loss : $1.2M in lost productivity during 6-12 month transition period
c. Schedule Impact Summary:
● Minimum Transition Time : 12 months (best case scenario)
● Realistic Implementation : 18-24 months for full operational capability

● User Training : 800+ hours to train GSA personnel on new platform functionality
● Testing and Validation : 1,000+ hours to ensure data integrity and system functionality
● Total Estimated Impact : 5,300+ hours of staff time, equivalent to approximately 2.5 full-time employees for one year
(4) Required Connecting Software/Hardware Replacement:
a. Alternative platforms would necessitate:
● Integration Re-development : Custom interfaces with GSA's financial systems, user authentication systems, and reporting platforms would require complete rebuilding
● Security Infrastructure : New cybersecurity assessments, ATO processes, and compliance validations
● Hardware/Network Modifications : Potential server, storage, and network configuration changes to support different platform requirements
● Third-party System Connections : Re-establishment of connections with FPDS, SAM.gov, and other government databases
● Backup and Recovery Systems : Complete reconfiguration of data protection and disaster recovery procedures
Conclusion : The Symphony brand name is essential because only Apex Logic can provide continuity of existing operations without the substantial costs, risks, and delays associated with platform transition during active procurement competitions.
