Place of performance is Peru. The contractor must deliver approximately 1,300 annual training sessions (910 in-person and 390 virtual), each defined as one hour of active instruction, at a firm fixed price per session. Classes are capped at six students and scheduled Monday–Friday 8:00 a.m. to 5:00 p.m. and Saturdays 8:00 a.m. to 12:00 p.m. The contract covers a one-year base period plus four one-year option periods, with a separate six-month extension option.
Instruction must address speaking, listening, and reading proficiency in job-relevant contexts using Peruvian cultural content, with assessment aligned to NFATC, CEFR, ACTFL, or ILR standards across Basic, Intermediate, and Advanced levels. The contractor shall provide qualified instructors with CVs, instructional materials, biweekly progress reporting, and weekly counseling for at-risk students. The government may provide virtual platforms and NFATC textbooks; the contractor furnishes specialized materials and may propose proprietary learning management systems at no additional cost unless separately priced.
Pricing is submitted per-session by modality (in-person and virtual), with optional breakdowns by class size (individual and group). Invoicing is monthly with net 30-day terms in U.S. Dollars via wire transfer. Subcontracting of instructional services is permitted; all proposed instructors require COR approval only when replacing permanent staff. The government will award to the lowest-priced acceptable offeror on initial quotations without discussions, though discussions may occur within the competitive range. Offerors must demonstrate established business operations in Peru, SAM registration or NCAGE code, past performance references, adequate personnel and financial resources, and a strategic implementation plan including quality assurance and insurance details.
