About this opportunity

The Department of State US Embassy Lima seeks preventive maintenance services for two Baltimore VFL-036-31K closed-circuit cooling towers located on the Chancery building roof, with quotations due September 7, 2026 at 4:00 p.m. Lima time. This is not a set-aside procurement.

Place of performance is Peru. The mandatory site visit is August 28, 2026 at 10:30 a.m. Lima time; questions are due August 31, and answers will be posted to SAM on September 2. Acknowledgment of Amendment 0001 (issued August 25) is required prior to submission.

Offerors must demonstrate a minimum of three years' experience providing similar cooling tower maintenance services and provide references. The maintenance scope covers annual preventive maintenance including inspections, mechanical component observation, cleaning of distribution systems and nozzles, belt and pulley maintenance, fan inspection and adjustment, structural bolts inspection, protective coatings application, motor and pump maintenance, electrical component servicing, and replacement of droplet eliminators, motor bearings, water lines, drain lines, and Sirocco rings. The contractor must supply motor bearings and all tools and equipment; the Embassy provides water access, electrical power, drain points, and a freight elevator. Work occurs Monday through Friday from 7:30 a.m. to 4:30 p.m., with Saturday work available only upon prior Government approval at no additional cost. Annual maintenance for each tower requires one full week plus up to two additional days for testing and adjustments, with structural painting during a separate week. Only one tower may be shut down at a time; maximum total duration is six calendar weeks with a crew of up to four personnel.

The Government will award a firm-fixed-price purchase order to the responsible offeror whose quotation is technically acceptable, complies with all requirements, and offers the lowest evaluated price. Quotations must be submitted electronically in Word or PDF format to Patrick McElroy (McElroyPH@state.gov) and Christian Rivas (RivasCR@state.gov).
