About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis is soliciting electrical services to upgrade lighting in Hangar 2406 to support a second evening training shift. This firm-fixed price contract will be evaluated using the Lowest Price Technically Acceptable (LPTA) method under FAR Part 13, with award based solely on pricing since vendors assume responsibility for their technical capabilities by submitting a quote. No technical volume or past performance documentation is required—only a priced quote submission is needed. The deadline for submitting written questions is 12:00 PM Central Daylight Time on December 23, 2025, while quotes must be received by 12:00 PM CDT on December 30, 2025, via email to Contract Specialist Jolene A. Granger and Contracting Officer Erin S. Duncan.
This solicitation is designated as a 100% small business set-aside with no specific category requirement under NAICS code 238210 (Electrical Contractors and Other Wiring Installation Contractors) and PSC code N061. The contract has an estimated one-year period of performance from January 1, 2026, through December 31, 2026, with a standard size threshold of $19 million. The work will be performed at Fort Eustis, Virginia, specifically at 2406 Condon Road, Newport News, VA 23604. No incumbent contractor is identified in the solicitation materials. The specification requires installation of high-bay LED luminaires with 4000K color temperature and 0-10V dimming capability at a height of 30 feet, designed to achieve 50 foot-candles of average horizontal and vertical illuminance with a 3:1 uniformity ratio to support the facility's evening training operations.
