The Federal Aviation Administration, Southwestern Region seeks replacement of lighting fixtures and controls within the Test and Training Laboratory at the Oakland Air Route Traffic Control Center in Fremont, California, with offers due June 22, 2026. A mandatory site visit is scheduled for June 10, 2026 at 9:00 AM Pacific Time at the Oakland ARTCC Guard Station; advance notice of attendance is required by noon Pacific Time on June 8. RFIs must be submitted by noon Pacific Time on June 12, 2026; responses will be provided by amendment only and not answered on-site.
The scope requires removal of existing light fixtures and electrical panels, installation of LED fixtures with minimum Color Rendering Index of 80, Correlated Color Temperature of 3500K, and L70 lamp life of 50,000 hours, and installation of digital-network lighting controls. Basis-of-design products are nLight by Acuity Brands or comparable alternatives from Cooper Industries or Leviton Manufacturing. All contractor personnel require FAA Identification Media Badges following security vetting. Work must be completed within 30 calendar days of Notice to Proceed, performed during standard business hours (7:30 a.m. to 4:00 p.m., Monday through Friday), with coordination required to minimize disruption to the operating facility. Performance and payment bonds at 100% of contract price and insurance certificates naming the FAA as additional insured are due within 10 calendar days of award.
Evaluation uses Lowest Priced Technically Acceptable (LPTA) methodology, weighing specialized experience with similar projects, past performance, key personnel qualifications, and cost. Offerors must demonstrate successful completion of two comparable projects within the past five years and provide two Past Performance Survey forms with average scores of 4.5 or higher. Project Managers must have at least three years of experience; Superintendents must have at least three years of experience and two successfully completed similar projects. Amendment 0001 (issued June 15) extended the offer deadline and incorporated RFI responses and the latest wage determination, CA20260018, Modification 5.

The Department of Transportation, Federal Aviation Administration, EnRoute Construction Branch has a need to replace lighting within the Test and Training Laboratory at the Oakland Air Route Traffic Contol Center in Fremont, California.
The estimated construction magnitude for this requirement is between $100,000 and $250,000. Please see the attached Request for Offers (RFO) package for details.
A one-time site visit is scheduled for Wednesday, June 10, 2026 at 9:00 AM Pacific Time. Site visit attendees will meet with Mr. Hiep Tran at the Oakland ARTCC Guard Station located at 5125 Central Avenue, Fremont, CA. 94536. Please have REAL-ID Act compliant identification ready for inspection upon arrival.
Site visit attendees shall pre-announce their intent to inspect the site no later than noon Pacific Time on Monday, June 8, 2026. Prospective offerors shall email the names of all site visit attendees to both mark.salum@faa.gov AND hiep.tran@faa.gov.
Requests for Information (RFIs) arising from the site visit shall be emailed to mark.salum@faa.gov no later than noon Pacific Time on Friday, June 12, 2026. Responses to RFIs will be provided in writing via solicitation amendment only. No RFIs will be answered at the site visit.
Offers are due no later than noon Pacific Time on Wednesday, June 17, 2026 unless otherwise amended. All offers shall be emailed to mark.salum@faa.gov.
