About this opportunity

The Defense Logistics Agency Aviation is issuing a draft Request for Proposal to consolidate multiple transactional procurements for lighting fixtures, lamps, and electrical/electronic equipment components, with a response deadline of June 12, 2026 for industry feedback; this is a competitive 8(a) set-aside.

The solicitation (SPE4AX26R0018) covers Federal Supply Groups 62 (Lighting Fixtures and Lamps) and 59 (Electrical and Electronic Equipment Components) under NAICS 335999 with a small business size standard of 500 employees. The Government anticipates awarding multiple firm-fixed-price Indefinite Quantity Long-Term Contracts spanning a four-year base period plus two three-year option periods for a potential 10-year total duration. Over 1,200 line items are included, identified by National Stock Number across supply chains supporting B-2, B-52, ICBM systems, and other military platforms.

Offerors must price a minimum of 25% of National Stock Numbers from Schedule B and hold prices for 180 calendar days from the receipt deadline. Technical Acceptability requires ISO 9001:2015 certification and demonstration of capability in managing lighting and electrical items. Cyber Security proposals must address DFARS 252.204-7012, 252.204-7019, 252.204-7020, and 252.204-7021 compliance, including NIST SP 800-171 and Cybersecurity Maturity Model Certification readiness. Past Performance proposals should include up to three relevant commercial or Government contracts from the past three years.

Contractors must maintain a minimum 90% on-time delivery rate annually, manage subcontractor selection and quality assurance, and process orders electronically through Wide Area Work Flow with payment via Electronic Funds Transfer. Delivery is FOB Destination to DLA depot locations or global military and non-military customers. The Government reserves the right to add NSNs competitively, delete obsolete items, and off-ramp underperforming contractors.

Questions must be submitted in writing to Jessica Rackley Ozmore (Primary) or Keri Baker (Secondary) within seven days of the proposal due date.

Notice text

Defense Logistics Agency (DLA) Weapons Support is issuing a draft Request for Proposal (RFP) to address questions from industry regarding the Generation I Lighting and Electrical effort. The feedback received from this draft RFP will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process. The results of this RFP will also be utilized to determine the Government’s acquisition strategy.  Any information provided by interested parties is strictly voluntary and will be treated as proprietary, protecting each company’s interests.

Background:

The Lighting and Electrical component strategic project will replace numerous government transactional procurements for Defense Logistics Agency (DLA) depot stocked items to support the warfighter more effectively. The goal is to develop long-term supplier relationships to decrease Administrative Lead Time (ALT), improve Production Lead Time (PLT), and improve material availability in a competitive environment.
