About this file
This is Section L of a Request for Proposal (RFP) for solicitation SPE4AX-26-R-0018, issued by the Defense Logistics Agency (DLA) for a Lighting and Electrical Long-Term Contract (LTC). The solicitation covers items corresponding to NAICS code 335999 (manufacturing industrial and commercial electric apparatus and equipment) with a small business size standard of 500 employees.
Proposals must be submitted via the Procurement Integrated Enterprise Environment (PIEE) by the date and time specified in Block 8, Section A of the RFP. Offerors must hold prices for 180 calendar days from the receipt deadline. Proposals will be evaluated on a combination of price and non-price factors and must be submitted in five volumes: (1) Completed RFP and Amendments, (2) Technical Acceptability (5-page maximum), (3) Cyber Security (5-page maximum), (4) Past Performance (20-page maximum), and (5) Price. Technical Acceptability requires demonstration of ISO 9001:2015 certification and detailed descriptions of capabilities in managing Lighting and Electrical items, including how requirements in sections 2.1-2.4 of the Statement of Work will be fulfilled. Cyber Security proposals must address compliance with DFARS 252.204-7012, 252.204-7019, 252.204-7020, and 252.204-7021, including NIST SP 800-171 and Cybersecurity Maturity Model Certification (CMMC) requirements. Past Performance proposals should include up to three relevant commercial or Government contracts from the past three years with contract copies, points of contact, total contract values, performance metrics, problems encountered and resolutions, and any surge and sustainment support experience. For pricing, offerors must submit firm-fixed prices for a minimum of 25% of items with new, unused products priced on a unit basis. Pricing will be evaluated using Estimated Annual Quantities (EAQs) unless the Minimum Order Quantity (MOQ) exceeds the EAQ. The Government reserves the right to award without discussions but may conduct discussions with offerors in the competitive range if necessary. Questions regarding the solicitation must be submitted in writing to Jessica Rackley Ozmore (Primary) or Keri Baker (Secondary) at DLA, with requests received within seven days of the proposal due date potentially unanswered.

L.11.1. The offeror shall describe the extent of its own current and/ or past experience that is similar to the proposed contract requirements. The offeror may also describe the experience of any significant partner, joint venture, critical subcontractor, predecessor entity, etc., who will be involved in performance of the proposed contract. The offeror shall clearly detail how the experience of the significant partner, joint venture, critical subcontractor, predecessor entity, etc. is relevant to performance of the proposed contract requirements. Experience of a significant partner, joint venture, critical subcontractor, predecessor entity, etc. shall be evaluated as equal to the experience of the prime offeror.
L.11.2. The offeror shall provide a list of up to three relevant commercial or Government contracts performed within the last three calendar years from the date the solicitation is issued. For each contract, the offeror shall provide a copy of the contract, POC, address, current telephone number and email, type of contract, total contract value, average dollar value of the contract per annum, period of performance, a listing of the items and/or services provided and a description of the contractor’s responsibilities and performance under the contract. Copies of contracts submitted under this volume will not count toward page limitations. In addition, for each contract cited, the offeror shall provide the following:

L.12.1. Volume 5 shall be clearly marked as “Volume 5 – Price Proposal” and all information relating to price must be included in this section. Each offeror must submit one portable document format (PDF) copy and one copy via digital media (Microsoft Excel File) as stated in section L.7.1.3. REMINDER: DO
NOT DELETE LINES.
L.12.2. Offerors may provide other than certified cost or pricing data that is required in accordance with L
12.2.1 to evaluate price reasonableness and balanced pricing. Compliance with these requirements is mandatory and failure to comply may result in rejection of the offeror’s proposal. Additionally, unbalanced pricing may pose an unacceptable risk to the Government and may be a reason to reject the offeror’s
CONTINUATION SHEET SPE4AX-26-R-0018, SECTION L Page 7 of 8 proposal. Offers should be sufficiently detailed to demonstrate reasonableness. The burden of proof for credibility of proposed costs and prices resides with the offeror.
L.12.2.1. Cost or Pricing Data Requirements. IAW FAR 15.403-1(b), data other than certified cost or pricing data may be required to support a determination of price reasonableness. Data shall be provided IAW FAR 15.105-4(b), Format for submission of data. If, after receipt of proposals, the KO determines that there is insufficient data to determine price reasonableness and none of the exceptions in FAR 15.403-2, Prohibitions on obtaining certified cost or pricing data (10 U.S.C. 2306a and 41 U.S.C. 254b) apply, the offeror shall be required to submit additional cost or pricing data.
L.12.3. For the base period, offerors shall submit firm-fixed prices for a minimum of 25% of the items listed on the attached pricing worksheet. Pricing must be for new, unused products. The prices offered must be unit prices, which are clearly stated, and which require no further interpretation by the Government to determine the actual price offered. Unit prices will be evaluated using the Estimated Annual Quantities (EAQs), unless the Minimum Order Quantity (MOQ) exceeds the EAQ. In those cases, the MOQ will be used for evaluation. DLA acknowledges that some items in this population have zero or very low demand reflected in the EAQ.
L.12.4. An offeror may need to propose testing costs for applicable items on the pricing worksheet. The offeror must provide a testing price for the base period along with a separate unit price for the base period. The Government will calculate a Total Evaluated Price (TEP) for these items by multiplying the EAQ by the unit price and then adding the proposed testing price.
L.12.5. Upon request of the KO, the offeror shall submit documentation (supplier quotes, evidence of recent historical purchase, etc.) to demonstrate that the offeror is supplying material from approved sources and as evidence of material price accuracy for the items identified in the attached pricing worksheet. This documentation will also be used in determining price reasonableness. Failure to submit the documentation may result in an unacceptable price proposal and may lead to rejection of the offer.
L.12.6. Pricing will be evaluated on a line-by-line basis. Offerors are requested to provide price breaks for items in their proposal, especially for items that have a Minimum Order Quantity (MOQ) of 25 or less.
L.13. Amendments to the Solicitation. If this RFP is amended, all terms and conditions that are not specifically identified in the amendment remain unchanged. If the RFP is amended prior to proposal submission, offerors shall acknowledge each amendment by signing the first page and returning the amendment with the proposal submission. If the RFP is amended after proposal submission, offerors shall respond by the date and time specified in the amendment to include a signed front page and completed copy of the amendment.
L.14. Alternate Proposals. Alternate proposals will not be considered for this procurement.
L.15. Debriefings.
L.15.1. Pre-Award: The KO will promptly notify offerors of any decision to exclude them from the competitive range, whereupon they may request and receive a debriefing IAW FAR 15.206-2, Pre-Award Debriefing. Offerors excluded from the competitive range may request and receive a maximum of one debriefing and may submit their request as a pre-award or post award debriefing.
L.15.2. Post-Award: After award, the KO will notify unsuccessful offerors in the competitive range of the source selection decision IAW FAR 15.301, Post-Award Debriefing of Offerors. Upon such
CONTINUATION SHEET SPE4AX-26-R-0018, SECTION L Page 8 of 8 notification, successful and unsuccessful offerors may request and receive a debriefing.
