About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure commercial off-the-shelf (COTS) spares for the P8 aircraft through a competitive lowest price technically acceptable (LPTA) procurement. The solicitation requires suppliers to be the Original Equipment Manufacturer (OEM), aircraft prime, or suppliers with Federal Aviation Administration (FAA)-Certified parts possessing an FAA Authorized Released Certificate (FAA Form 8130-3 Airworthy Approval Tag). Evaluation will be conducted using a non-price past performance factor, with ratings of either acceptable or unacceptable, which will determine contractor eligibility. Proposals must be submitted via email by 4:30 PM EST on January 29, 2025, and will be assessed based on meeting administrative requirements and offering the lowest evaluated price. The government intends to make a single award to the eligible, responsible, and technically acceptable offeror representing the best value.

There are no specific set-aside designations for this procurement, and the solicitation does not mention incumbent contractors or precise award values. The contract falls under the NAICS category 336320 for Motor Vehicle Electrical and Electronic Equipment Manufacturing and the PSC category 6220 for Electric Vehicular Lights and Fixtures. The procurement supports P8 aircraft maintenance and is structured to allow early and incremental deliveries. While specific quantities are not detailed, the solicitation indicates this is a spares procurement for aircraft components. The contract will be administered through the Naval Supply Systems Command, a defense agency responsible for managing naval supply and logistics operations.
