About this opportunity
The Department of the Navy Naval Sea Systems Command is seeking to procure 86 units of UFO LED light fixtures through a Request for Quote (RFQ) solicitation numbered N4215826QE026. The fixtures must meet specific technical requirements including 120,000 lumen maximum output, selectable wattage (700W/750W/800W), multi-voltage capability (120/208/240/277 VAC), IP-65 rating, 5000 Kelvin color temperature, 60-degree beam angle, and 10kV surge protection, with an operating temperature range of -40 to 122 degrees Fahrenheit. Evaluation will be based on three criteria: technical acceptability as demonstrated through a capability certification chart, firm fixed price, and past performance measured by the Supplier Performance Risk System (SPRS). Vendors must submit technical capability documentation, price proposals via SF 1449, acknowledgment of amendments, and a Certificate of Compliance and Safety Data Sheets prior to award. The original proposal deadline of March 22, 2026 was extended through two amendments to March 27, 2026 at 12:00 PM local time, and the government required all clarification questions to be submitted by March 20, 2026.
This solicitation is designated as a Total Small Business set-aside with a 100% women-owned small business (WOSB) requirement, limiting competition to certified WOSB concerns only. No incumbent contractors or current contract values are identified in the solicitation documents. The contract will be awarded on a firm fixed-price basis for delivery on or before June 26, 2026, with F.O.B. destination to Norfolk Naval Shipyard, Building 276, Portsmouth, Virginia. The government has explicitly stated that partial shipments and delayed deliveries are unacceptable, requiring all 86 units to be secured and in-hand prior to the project start date. The solicitation clarified that Buy American Act compliance is not required since the fixtures will be used in shore-based facilities and are not permanently installed shipboard, and quotations should be submitted electronically to michelle.r.augustus.civ@us.navy.mil with all quotes held firm for sixty days.
