About this opportunity

The Naval Air Systems Command (NAVAIR) Aerial Targets Program Office (PMA-208) at Patuxent River, Maryland, intends to procure antennas for a lifetime buy supporting the GQM-163A Supersonic Sea-Skimming Target (SSST) system. The procurement covers three specific antenna part numbers (1030-3005-003, 1030-3005-004, and ADC5459) that are essential components of this aerial target system used for weapon systems testing, evaluation, and Fleet training operations. NAVAIR plans to conduct sole source negotiations under the authority of Title 10 U.S.C. 3204(a)(1) and FAR 6.302-1, citing that only one responsible source exists to satisfy the agency's requirements. While this notice is published for informational purposes only and is not a request for competitive proposals, responsible sources may submit capability statements by October 7, 2025, which the government will consider solely to determine whether competitive procurement is feasible. The government retains full discretion in deciding whether to compete this proposed contract based on any responses received.

This procurement does not utilize any set-aside designations and targets Northrop Grumman Systems Corporation (NGSC) in Chandler, Arizona, as the sole source contractor due to their unique position as the original designer, developer, and manufacturer of the GQM-163A SSST system. NGSC possesses the exclusive knowledge, maintenance experience, and proprietary technical data rights necessary to support this specialized aerial target system, including its mission kits, special tooling, software, and support equipment. The contract is structured as a Firm Fixed Price (FFP) modification with an anticipated award date in the second quarter of Fiscal Year 2026 and an expected performance period of eight months. Companies interested in potential subcontracting opportunities are advised to contact NGSC directly, as the primary contractor will manage the supply chain for this lifetime antenna procurement supporting the supersonic target system's operational requirements.
