About this opportunity

The U.S. Department of State, specifically the Embassy in Tokyo, Japan, is seeking a contractor to provide furnishing and installation services for a new gate access control system at the Embassy Apartment Compound. The solicitation, currently in pre-solicitation status, will be formally posted on SAM.gov when ready for submission. All responsible sources may submit a quote, with the government potentially awarding the contract based on initial offers without further discussion. Contractors must be registered in the System for Award Management (SAM) database prior to submitting quotations, as required by FAR provision 52.204-7. A pre-quotation conference will be scheduled, with specific details to be included in the full solicitation. The opportunity is categorized under NAICS code 335999 for Miscellaneous Electrical Equipment and Component Manufacturing, with a Product Service Code (PSC) of N059 for electrical and electronic equipment component installation.

The pre-solicitation notice indicates no specific set-aside designation for this contract, meaning it is open to all qualified contractors. While no incumbent contractor or specific award value is mentioned, the solicitation suggests electronic quote submissions with a maximum email attachment size of 15MB. The contract will be subject to the tax provisions outlined in 52.229-12 - Tax on Certain Foreign Procurements (FEB 2021). The geographical scope is explicitly limited to the U.S. Embassy Apartment Compound in Tokyo, Japan, which implies potential complexities related to international procurement and installation. Contractors should be prepared to navigate both technical installation requirements for the gate access control system and the administrative nuances of an international government contract. The precise timeline for service delivery and installation will likely be detailed in the full solicitation when it is published.
