About this opportunity

The Naval Research Laboratory (NRL) is seeking potential sources for LIDAR (Light Detection and Ranging) equipment, specifically a hand-held device capable of detecting and ranging Lambertian grey bodies with 30% reflectivity across a range of up to 2 kilometers. The procurement aims to acquire small, lightweight equipment with precise technical specifications, including specific requirements for system architecture, laser power, beam divergence, wavelength, range resolution, and user interface. This Sources Sought Notice (SSN) is designed to determine the availability of qualified contractors who can meet the detailed technical specifications outlined in the document. Interested parties are required to submit responses no longer than 20 pages, including company information, business size, unique entity identification, and a comprehensive capabilities statement demonstrating their ability to fulfill the technical requirements. The response deadline is February 6, 2025, and submissions should be emailed directly to the Contract Specialist, Deirdre L. Hughes.

The pre-solicitation notice indicates no specific set-aside designations for this opportunity, and the place of performance remains to be determined. The contract falls under NAICS code 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. While no specific award value or budget range is mentioned, the notice emphasizes that this is not a formal solicitation and does not commit the government to issuing a contract or solicitation. The technical requirements suggest a complex and specialized procurement targeting advanced technological capabilities in LIDAR equipment development. Respondents are asked to clarify whether their proposed item would be considered a commercial item in accordance with Federal Acquisition Regulation (FAR) 2.101, and to provide detailed technical documentation supporting their capabilities.

DESCRIPTION:

The Naval Research Laboratory is searching for potential sources that are capable of meeting the requirement described below for LIDAR (Light Detection and Ranging) equipment:

LIDAR equipment of small size, weight, and power for detecting and ranging Lambertian grey bodies with 30% reflectivity of approximately 100 square centimeters at ranges up to 2 kilometers to a range resolution of 1 centimeter or less.  The intent is to develop/procure a hand-held device.

The type of technical data, quantitative information requested:

  • System architecture and design
  • Technical maturity
  • Size, weight and power
  • Environmental limits on operations, (shock/vibe, weather, etc.)
  • Laser Power, (Peak and average power)
  • Beam divergence
  • Laser spectrum (Wavelength, bandwidth)
  • Waveform description and repetition rate
  • Range resolution, number of range bins
  • Description of user interface

The intent of this Sources Sought Notice (SSN) is to:

  1. Determine if an adequate number of qualified, interested contractors capable of meeting the specifications described above exist; and
  1. Determine if the contractor can meet the required specifications.

NRL asks that the interested parties, at a minimum, supply the following information:

  1. Name of Company and Point of Contact (POC) with associated contact information
  2. Business Size/Socioeconomic Category for the identified NAICS
  3. Unique Entity ID and/or CAGE Code
  1. Capabilities Statement detailing the specific hardware set that meets the Government’s provided Specifications. Clearly identify the items by brand name (if any), make or model number, and include any descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information.
  1. Any questions/suggestions related to this procurement
  1. Whether the proposed item would be considered a commercial item in accordance with FAR 2.101

Responses should be no more than 20 pages, and should be emailed to the Contract Specialist at Deirdre.L.Hughes.civ@us.navy.mil.

NOTE: THIS IS NOT A SOLICITATION. This is a SSN for planning purposes only, and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited.
