About this opportunity

The U.S. Department of Transportation's John A. Volpe National Transportation Systems Center is procuring LiDAR data analysis and algorithm validation services under Solicitation No. 6913G626Q300015. The contractor will analyze Light Detection and Ranging datasets collected at Los Angeles International, Hartfield-Jackson Atlanta International, and Denver International airports to validate a revised plume rise algorithm implemented in AERMOD version 24142, which models aircraft exhaust impacts for air quality compliance assessments. Key objectives include reformatting raw LiDAR data, performing data cleaning and quality control, and computing specific parameters such as plume height, width, center location, and standard deviations stratified by aircraft category and meteorological conditions. This is being conducted as a combined synopsis and solicitation for commercial items under FAR Parts 12 and 13, with award intended on a sole source basis to AECOM in accordance with FAR 13.106-1(b). The deadline for quotation submission is April 6, 2026, at 3:00 PM EST, as extended by Amendment 00002; all contractors must be registered in the System for Award Management (SAM) to be eligible for award from a DOT agency.

There is no set-aside designation for this opportunity, and the identified incumbent contractor is AECOM. The contract will be awarded as a firm fixed price purchase order with a single award expected upon receipt of an acceptable quote. The project timeline spans from the award through December 31, 2026, with key deliverable milestones including raw LiDAR datasets due May 31, 2026; processed datasets due July 15, 2026; draft technical report due August 31, 2026; final technical report due September 30, 2026; and complete data and analysis documentation due December 31, 2026. The NAICS code is 541620 (Environmental Consulting Services) with a small business size standard of $19 million. Work will be performed in Cambridge, MA 02142, with the contractor required to participate in weekly teleconferences throughout the project duration and submit all deliverables electronically to the Volpe Center technical point of contact.
