Lick Run Streambank Restoration Synopsis
The U.S. Army Corps of Engineers, Pittsburgh District has a requirement for the restoration of the streambank at Lick Run in Jefferson Hills, South Park Township, in Allegheny County, PA.
The project area is located on the right descending bank of Lick Run within the corporate limits of South Park Township and Jefferson Hills Borough. The Pleasant Hills Authority Sewage Treatment Facility is located on the western side of Lick Run.
Erosion has been occurring for a number of years along the streambank and is an imminent threat to the treatment facility's aeration tanks, influent pipeline, storage tanks and other infrastructure. The right descending bank of Lick Run is being eroded resulting in bottom scour, shallow bank failures, and streambank retreat. If corrective action is not implemented, erosion will damage critical plant facilities and cause plant closure.
To address the issues associated with streambank erosion along the right descending bank of Lick Run, this project proposes to use a combination of approximately 330 linear feet of riprap and 345 linear feet of precast concrete modular block wall. The riprap is installed to ensure slope stability, likely between 3:1 (H:V) and 2:1 (H:V), and a geotextile fabric is to be placed between the riprap and existing ground to reduce soil loss and maintenance due to vegetation growth. Gravel or a geocomposite drainage material will be installed between the block wall and the existing ground. The slope above the wall will be re-vegetated with native grasses. The work shall be completed within 490 calendar days after written Notice to Proceed to include any exercised options. The Solicitation is broken into a Base Bid with two (2) Bid Options. Estimated cost of the proposed work is between $1,000,000.00 and $5,000,000.00.
This acquisition will be a 100% set aside for Small Business. The resulting award will be for one (1) Firm-Fixed-Price (FFP) contract with two (2) Options. All responsible offerors are encouraged to participate. The Invitation for Bid (IFB) will be issued approximately 1 August 2019, online through Federal Business Opportunities (FBO.gov); therefore, requests for hardcopies of the solicitation will not be honored. In order to receive notification of any amendments to this solicitation, interested vendors must register as an interested vendor on the FBO.gov website. If you are not registered, the Government is not responsible with providing notification of any changes to this solicitation.
Contractors MUST be registered in the System for Award Management (SAM) BEFORE SUBMITTING A BID ON THIS SOLICITATION (go to www.sam.gov to register). Please be aware that SAM now requires a Notarized Statement as part of their registration and renewal process. This process could take more than ten (10) days. The NAICS for this procurement is 238910, "Site Preparation Contractors" and the small business size standard is $15 Million.
