About this opportunity
Naval Sea Systems Command seeks renewal of IBM Rational DOORS Requirements Management Software licenses and service maintenance for NSWC Philadelphia's Modeling & Simulation Labs, with proposals due June 8, 2026. The procurement is set aside for total small business and is issued as a Women-Owned Small Business (WOSB) solicitation (N6449826Q5181).
Place of performance is Philadelphia, PA. The requirement covers 18 floating licenses of IBM Engineering Requirements Management DOORS Family Software (Part Number E075NLL) under Passport Advantage Number 3066459, with performance period from contract award through March 31, 2027 and delivery required by July 1, 2026 to NSWC Philadelphia Division, Building 542. The NAICS code is 541519, Other Computer Related Services; PSC is DA10, IT and Telecom — Business Application/Application Development Software as a Service.
The brand name justification authorizes single-source procurement on the basis that continuation of the existing software is necessary to guarantee uninterrupted workflow and operational continuity under Navy Continuity of Operations Policy (COOP) requirements. Market research identified no comparable alternative solution without substantial duplication of effort and expense. Any transition to alternative software would require identification, evaluation, testing, configuration, integration, and user training, introducing operational latency to ongoing RDT&E programs across multiple research, development, testing, and evaluation engineering groups.
Award is firm fixed-price to the lowest-priced technically acceptable quoter. Offerors submit quotations via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module or email to stefan.b.kitzinger.civ@us.navy.mil. The Procuring Contracting Officer is Jillian Randazzo.
