About this file

This is a Brand Name Justification for Simplified Acquisitions document submitted to the Simplified Acquisition Section by NSWC Philadelphia requesting authorization to procure IBM Rational DOORS software on a single-source basis.

The acquisition involves the renewal of IBM Rational Dynamic Object-Oriented Requirements System (DOORS) maintenance licenses and related technical documentation for a 12-month period. NSWC Philadelphia's Modeling & Simulation Labs currently use this software as a requirements management tool across multiple research, development, testing, and evaluation engineering groups to define and manage requirements in systems and software engineering projects, provide traceability throughout the engineering lifecycle, and manage project system requirements for fleet operations. The justification asserts that renewal-in-place is necessary to guarantee uninterrupted workflow and continuity of operations that no alternative solution can provide. The Navy's Continuity of Operations Policy (COOP) requirements mandate support of mission essential functions without interruption, and any alternative solution would require identification, evaluation, testing, configuration, integration, and user training on new software, introducing operational latency and delays to ongoing programs. Market research results documented in Section 3 failed to identify any comparable alternative that matches the government's requirements at better cost without substantial duplication of effort and expense to the government. The document includes digital signatures from the Cognizant Requisition Originator (Dale Wendell Garcia, dated April 11, 2026), First Level Supervisor (Tony L. Lee, dated May 20, 2026), and Contracting Officer (Jillian Randazzo, dated May 27, 2026), certifying that the justification precludes the use of full and open competition.

BRAND NAME JUSTIFICATION

FOR SIMPLIFIED ACQUISITIONS

From: 104

To: Simplified Acquisition Section

Subject: Brand name Justification for IBM Rational DOORS software

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED

VALUE, AND DELIVERY REQUIREMENTS

IBM Rational Dynamic Object-Oriented Requirements System (DOORS) is a software application that provides capabilities to define and manage requirements in systems and software engineering projects for manufactured products and systems-oriented industries

The software is used within NSWC Philadelphia’s Modeling & Simulation (M&S) Labs by various research, development, testing & evaluation (RDT&E) engineering groups as a requirements management tool for project testing & production; it provides traceability throughout the engineering lifecycle and allows users to manage their project’s system requirements.

The subject purchase request provides for the purchase of IBM Rational DOORS software maintenance renewal licenses and related technical documentation at an estimated dollar value of .

2. SUPPORTING DOCUMENTATION FOR BRAND NAME BASED ON

CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE

ACQUISITION

This specific brand name renewal request is for a software application that currently supports an active NSWC Philadelphia operational activity. The application continues to meet all of the government’s current firm, salient technical requirements while performing at industry accepted baselines and expectations; renewal-in-place guarantees an uninterrupted workflow and continuity of fleet operations that no alternative solution can provide

Additionally, the Navy’s Continuity of Operations Policy (COOP) requires the integration of continuity-related functions and activities into operations and exercises to ensure that all mission essential functions (MEFs) and activities are supported in real-time by assets and resources necessary for the development and maintenance of fleet operational readiness. Renewal in-place of the software application represents the only continuity-related function in the acquisition pathway that guarantees no interruption to ongoing MEFs and naval engineering activities.

Alternatively, any new solicitation/comparable market solution would introduce a break in operational service necessary to identify, evaluate, test, configure and integrate the new software into existing projects and programs. A learning initiative would also have to be undertaken to train the application users and any collaborating integrated product team (IPT) members in the use and proficiency of the newly adopted software, further introducing latency and delays to all current programs and projects the application supports.

Consequently, to maintain this uninterrupted operational support to ongoing MEFs, fleet collaborations and naval RDT&E activities, it is requested that the license and service support for the current brand application be renewed in-place for a 12-month period.

3. MARKET SURVEY

Results of market research undertaken to identify similar or identical requirements through source lists of like items obtained through online resources, peer review and research has failed to identify any comparable alternative that matches or exceeds the government’s firm, salient requirements and at better cost without substantial duplication at cost and technical effort to the government that is not expected to be recovered through competition

4. ADDITIONAL FACTS

5. APPROVALS:

I certify that the statements and information provided above, are complete and correct to the best of my knowledge. I understand that the processing of this justification precludes the use of full and open competition.
