About this opportunity
The Drug Enforcement Administration issued a Notice of Intent D-26-NJ-0034 on August 26, 2026, announcing its intent to award a sole-source purchase order to PCI for renewal of one GrayKey Mobile Premier license, with capability statements due by August 31, 2026 at 10:00 A.M. Eastern Time. This is a sole-source acquisition with no competitive bidding; vendors believing they can meet the Government's requirements may submit a capability statement for agency consideration, though the Government retains sole discretion to proceed without opening the requirement to competition. The procurement is valued at $74,279 with performance from September 30, 2026 through September 29, 2027, and will be conducted under FAR Part 13 Simplified Acquisition Procedures as a firm-fixed-price purchase order. The requirement is for mobile device digital forensics solutions providing lawful access and extraction capabilities for locked iPhones and Android devices. Market research identified multiple potential vendors (Grayshift, Magnet Forensics, Paramerica Computers Inc., Cellebrite, and XRY), but PCI is determined to be the only third-party authorized seller of Grayshift products meeting the Government's specifications. The NAICS code is 423430 (Hardware Stores) with a 500-employee business size standard. The PSC is 7B20. Capability statements should be submitted electronically to robert.j.radke@usdoj.gov. The Justification for Sole Source will be posted 14 days after award.
