About this opportunity

The Federal Bureau of Investigation seeks to establish an Indefinite Delivery/Indefinite Quantity contract for License Plate Reader data subscriptions to support Open Source Intelligence and social media searches within the FBI Directorate of Intelligence, with proposals due June 17 at Noon EST and questions due May 22 at Noon ET.

Place of performance is Huntsville, Alabama. The IDIQ is structured as a six-CLIN multi-award with individual CLINs for Eastern Lower 48, Western Lower 48, Hawaii, Puerto Rico, Alaska, and Outlying Areas. The FBI intends to award each CLIN to a single vendor but reserves the right to award up to two vendors per CLIN if a single vendor cannot meet all requirements. Each CLIN carries a maximum contract value of $6 million, for a total IDIQ ceiling of $36 million. The contract term is a base year plus four 12-month option years and one optional six-month extension, on a Firm Fixed Price basis.

Contractors must achieve at least 75 percent LPR tool success and active coverage within each geographic area. Systems must be hosted in the United States and comply with FISMA and FedRAMP Moderate standards with 256-bit encryption, CJIS Security Policy requirements including multi-factor authentication, and 99 percent availability. Required capabilities include web-based SaaS access with LPR search and analytics by license plate, vehicle description, time/date, and geolocation; blind logging; persistent search; real-time hotlist notifications; batch processing; AI-based analytics with natural language processing and machine learning; image and video analysis; geospatial search with map visualization; and mobile interface functionality. Contractors must provide 24/7 helpdesk support with 10-minute response time, comprehensive training (online monthly, onsite quarterly minimum), monthly status reports, and support up to 300 local user administrators. Offerors must be U.S.-based entities with valid SAM.gov registration at proposal submission and award.

Evaluation uses best-value trade-off methodology weighted on Company Data Validation (Pass/Fail), Technical Approach (High/Some/Low Confidence), and Price, with technical approach weighted more heavily than price. Proposals comprise three volumes: Volume I (one-page company data), Volume II (ten-page maximum technical approach with coverage maps), and Volume III (completed pricing template). All proposals must be in 12-point Times New Roman with one-inch margins and include a 120-day quote validity statement. Prior to award, offerors must complete FBI security review including Product Risk Assessment and Commercially Available Information governance review. NAICS 561990; PSC DA10.
