About this file

This is a Request for Proposal (RFP) issued by the Federal Bureau of Investigation Finance Division, Procurement Section, for License Plate Reader (LPR) services under an Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle. Proposals are due June 10, 2026 at 12:00 p.m. ET and must be submitted via email to tmwatkins@fbi.gov. The contract is structured around six CLINs based on geographic coverage areas: Eastern Lower 48, Western Lower 48, Hawaii, Puerto Rico, Alaska, and Outlying Areas. The FBI intends to award each CLIN to a single vendor, though it reserves the right to award to up to two vendors if a single vendor cannot meet all requirements. Pricing must be submitted using the provided template and include a base year plus four 12-month option years and one optional six-month extension.

Evaluation will be conducted using a best-value trade-off methodology based on three factors: Company Data Validation (Pass/Fail), Factor 1 – Technical Approach (High/Some/Low Confidence rating), and Factor 2 – Price. Technical Approach is weighted more heavily than price; however, as technical proposals become similar in merit, price gains importance in the award decision. Offerors must submit three volumes: Volume I containing company data including SAM.gov UEI, CAGE code, EIN, and TIN on one page; Volume II containing a technical approach of no more than ten pages demonstrating understanding of requirements and capability to deliver, with coverage maps for the specific CLIN(s); and Volume III containing completed pricing using the provided template. All proposals must include a statement that the quote is valid for 120 days. A valid SAM.gov registration is required at proposal submission and award. Security requirements include completion of Commercially Available Information (CAI) questions and a Product Risk Assessment prior to award, though security review is not an evaluation factor.

Pricing must be submitted using Attachment 3 – LPR IDIQ Price Template and include the base year + four 12-month option years, and one optional six-month extension.

C. Description/Specifications/Statement of Work The Government intends to create a multiple award IDIQ resulting from this RFP to the responsible Offeror(s) whose proposal, conforming to the RFP, will provide the “Best Value” to satisfy the Government’s needs. The Best Value will be determined by utilizing the trade-off method.

The Government will evaluate proposals for award purposes in accordance with the requirements outlined in Attachment 1 – LPR IDIQ Statement of Work by using the total price of all CLINs for all contract periods to include options. The Government will evaluate all quotes mailto:tmwatkins@fbi.gov received from this RFP per FAR Part 12. Inclusion of Option-Year CLINs must not obligate the

Government to use those CLINs for additional services.

A written notice of award or acceptance of a quote mailed or otherwise furnished to the successful Offeror(s) within the time for acceptance specified in the proposal, results in a binding contract without further action by either party. Before the Offeror’s specified expiration time, the Government may accept a proposal without discussion unless a written notice of withdrawal is received before award. The Government specifically reserves the right to accept a proposal based solely on Offeror’s proposal. The Government specifically reserves the right to remove from award consideration any Offeror’s proposal that does not conform to all requirements in the RFP. Alternate proposals will neither be entertained nor evaluated. The following factors are listed in order of importance for evaluation purposes, although non-price factors combined are more important than price, as non-price factors become similar, price gains greater importance in the best value decision.

The Government will not automatically award to an Offeror that submits a quotation receiving the highest non-price ratings or that has the lowest price.

D. Packaging and Marking No packaging or marking is required.

E. Inspection and Acceptance Inspection and acceptance criteria are governed by requirements in Attachment 1 – LPR IDIQ

Statement of Work and the terms and conditions in Attachment 2 – LPR IDIQ Terms and

Conditions. The Government will review technical compliance and suitability prior to award.

F. Deliveries or Performance Performance periods must align with the base year and four option years. Offerors must specify period of performance for each product and service in Volume II.

G. Contract Administration Data The Contracting Officer (CO) is the only individual authorized to obligate the Government. All proposals must include complete and accurate company data (Volume I). Incomplete or inaccurate data results in automatic ineligibility.

H. Special Contract Requirements Security Requirements:

Prior to award, the Offeror shall undergo a Security review by the FBI for suitability to do work with the Government under this effort. The review shall include a Product Risk Assessment

(PRA). In addition, the Offeror will be subject to the multi-governance review process for

Commercially Available Information. Offerors are required to complete and submit the attached

CAI questions with their Proposal. Should the FBI determine an Offeror is not suitable to receive an award from the FBI, the Government is under no obligation to provide additional information regarding the Security analysis as part of the process. Any additional Security information provided will be solely at the Government’s discretion and subject to all applicable security restrictions. By submitting a proposal, the Offeror agrees to and is bound by all instructions, procedures and rules of this RFP.

The security review is not an evaluation factor and will not be used in the source‑selection decision. It is a pre‑award suitability assessment to confirm the offeror’s ability to meet required security standards.

Additional security clauses are provided in Attachment 2 – LPR IDIQ Terms and Conditions.

Submission of a proposal in response to this Request for Proposal constitutes the offeror’s acknowledgment and acceptance of all clauses contained within the attachments.

Price Template, Attachment 3 – LPR IDIQ Price Template. Instructions are included in the template and further detailed below. The Offeror must provide sufficient information to allow the Government to assess the completeness and reasonableness of the proposed prices.

All pricing information shall be addressed only in the Price Quote.

Questions must be submitted to the Contracting Officer (CO) and Contract Specialist (CS) via email by May 22, 2026 at 12:00 p.m. ET, with subject header “License Plate Reader IDIQ Q&A”

Questions must be written in a manner that enables clear understanding of the Offeror’s questions or concerns. The Government will not respond to any questions submitted via telephone call or fax. Written answers will be provided electronically via SAM.gov.

M. Evaluation Factors for Award The Government will make an award based upon a best value trade off applying the following

Company Data validation and Evaluation Factors:

Company Data Validation:

• Company Data accuracy

The non-price factor is:

• Factor 1- Technical Approach

The price factor is:

• Factor 2- Price

Factor 1, Technical Approach is more important than Factor 2, Price. As the evaluated merit of the competing proposals becomes similar under the non-price evaluation factors, Price becomes more important in the best value decision. Company Validation is being rated as

Pass/Fail. Any Offeror that receives a Fail rating will be ineligible for award. The Government is more concerned with obtaining a more superior technical product than with making an award at the lowest overall price to the Government. However, the Government will not make an award at a significantly higher overall cost to achieve slightly superior technical skills. The award shall be made based on the decision of which proposal is the best value for the Government.

The Government reserves the right not to make an award if the Government determines that no offers are acceptable. The Government will notify the Offeror(s) of the RFP award, partial RFP cancellation, or full RFP cancellation.

Volume I – Company Data

The Government will evaluate all Company Data on a Pass/Fail basis. The Government will review the information submitted to confirm the Offeror’s eligibility for award and compliance with the submission requirements outlined in Section L. If the Offeror does not provide all

Company Data at the time of proposal submission, the offeror will be found non-compliant, the proposal will not be evaluated, and the offeror will be deemed ineligible for award. The

Government will evaluate the information provided in Volume 1 – Company Data on a Pass/Fail basis to verify accuracy and completeness. The Government reserves the right to validate all company data submitted as part of the proposal.

1. Completeness: The Government will verify the Offeror has provided all company data elements required in Section L. Missing information will result in a Fail Rating.

2. Accuracy: The Government will verify that the Company Data submitted is accurate and consistent with information reflected in SAM.gov and other authoritative Government systems. Inaccurate or unverifiable information will result in a Fail rating.

Volume I - Company Data Ratings

Pass Volume I is complete and accurate, and all required

Company Data is validated.

Fail Volume I is incomplete, inaccurate, or otherwise non-compliant with Section L requirements.

If a proposal receives a Fail rating for Volume 1 – Company Data, the proposal will no longer be evaluated, and the Offeror will be ineligible for award.

Volume II – Factor 1 Technical Approach The Government will assess its level of confidence on the Quoter's ability to provide a complete and comprehensive technical approach that demonstrates how they will deliver all technical requirements within the RFQ, SOW. This will include whether the quoted product number, product description, quantity, period of performance for each year requested, including base and option years and coverage map, are in alignment with the stated requirements. All terms and conditions applicable to the proposal products and services will be assessed by the

Government to ensure consistency with the solicitation requirements and compliance with applicable federal law, the FAR, and agency‑specific policies.

Technical Approach Rating

For the evaluation of proposals submitted in response to this RFP, the Government will evaluate the non-price factors based on a confidence rating system, which will allow the Evaluation

Board to identify items that either increase confidence or decrease confidence associated with each proposal. The confidence rating definitions are as follows:

Volume II - Non-Price Ratings

High Confidence The Government has high confidence that the Contractor understands the requirement, proposes a sound approach, and will be successful with little to no Government intervention.

Some Confidence The Government has some confidence that the Contractor understands the requirement, proposes a sound approach, and will be successful with some Government intervention.

Low Confidence The Government has low confidence that the Contractor understands the requirement, proposes a sound approach, and will be successful even with Government intervention.

Volume III – Factor 2 Price The Government will evaluate the total proposed price for the base year plus four (4) 12-month option periods in the price volume for completeness and reasonableness using FAR 15.404-1, Proposal Analysis Techniques to determine whether the overall price offered is fair and reasonable.

Proposals that do not include a proposal including the base year plus four (4) 12-month option periods will not be evaluated. If a proposal does not include the base year plus four (4) 12-month option years, it will be deemed incomplete, the proposal will not be evaluated, and the

Offeror will be ineligible for award. Proposals will be deemed complete if the offeror provides completed Pricing Template.

The Government will evaluate the proposed price for reasonableness prior to award.
