About this opportunity

The Library of Congress is procuring professional services to upgrade its Avaya telecommunications systems from Communication Manager version 10.1 to 10.2 across four locations, along with associated Call Management System and Session Border Controller upgrades. The Library requires comprehensive software licensing upgrades for its Private Branch Exchange (PBX) system and related telecommunications infrastructure to maintain current security features and system enhancements. Due to proprietary system components, only Avaya or Avaya-authorized partners are qualified to provide the required support services, making this a brand-name procurement. The Library will evaluate quotes using a Lowest Price Technically Acceptable methodology, with particular attention to project schedule and final delivery dates. Quotes are due by June 16, 2025, and must be submitted electronically in a format limited to 30 pages.

This procurement does not utilize any set-aside designations and operates under a firm-fixed-price contract structure. The current maintenance contract (LCCIO25F0002) with an unspecified incumbent expires on October 31, 2025, and while the specific award value is not disclosed, the procurement exceeds $250,000 based on the justification documentation. The upgrade work must be completed entirely by January 30, 2026, with the performance period running from September 29, 2025, through that completion date. The work will be performed across four Library of Congress locations including the Madison Building in Washington DC, the National Audio Visual Conservation Center in Culpeper Virginia, a facility in Manassas Virginia, and Fort Meade Maryland. The scope includes deploying new S8300E servers at Fort Meade and Culpeper locations, with the Library providing the physical server hardware while the contractor supplies all necessary software and licensing components.
