Minimum qualifications include having designed at least four exhibitions over 1,000 square feet and one exhibition over 3,500 square feet for major cultural institutions within the last eight years. The procurement will be awarded on a best value basis, with non-price factors significantly more important than price. Proposals are due by January 6, 2025 at 12:00 PM EDT, with key personnel requirements including a Principal/Creative Director, Graphic Designer, and 3-D Designer.

The contract opportunity is an unrestricted procurement with no specific set-aside designation, to be performed at the Library of Congress in Washington, DC 20540. The exhibition is scheduled to open in September 2026, with multiple design and deliverable milestones leading up to that date. Contractors will be responsible for deliverables including concept design options, design phase layouts, production-ready files, and final exhibition documentation. The project falls under the NAICS category of Graphic Design Services (541430) and PSC category of Photo/Map/Print/Publication-Arts/Graphics. While specific budget details were not disclosed, the contract will involve multiple phases of design work, meetings, and collaborative development with Library of Congress staff, culminating in a comprehensive exhibition design package for the American Folklife Center's anniversary celebration.
