The U.S. Army Corps of Engineers, Seattle District is soliciting quotes for generic data acquisition and control system equipment for the Libby Dam project located in Libby, Montana. The solicitation requests analog and digital input/output modules, end caps, connector caps, jumper straps, mounting racks, a programmable automation controller, and control relays from Opto 22 and Potter & Brumfield. Quotes are due by March 29, 2024 and award will be made to the lowest priced responsible small business quoting conforming products.
This is a total small business set-aside solicitation. The place of performance is Libby, Montana. The solicitation requires delivery of all equipment within 90 days of award during the Libby Dam's working hours of 7:00am-4:00pm Monday through Thursday. Payment will be made only after verification that all equipment has been received as specified. A limited source justification identifies Opto 22 as the only acceptable brand that is compatible with the existing Generic Data Acquisition and Control System infrastructure. Introducing an alternative brand would significantly increase costs and impact the project timeline.

The U.S. Army Corps of Engineers requires the products listed in the attached solicitation. This solicitation is a Total Small Business (SB) set aside. Award will be made to the lowest priced, responsible vendor, whose quote conforms to the requirement of the solicitation. The Opto 22 products (CLINs 0001 - 0011) are brand name items. A brand name justification is posted with the RFQ. The Potter & Brumfield products (CLINs 0012 - 0013) are brand name or equal items.
The Contractor shall deliver all parts FOB Destination no later than 90 days after award. Deliveries must occur during Libby Dams working hours, 7:00am – 4:00pm Monday – Thursday (except Federal holidays). There is no one on site to accept Friday deliveries. Contractor’s schedule for delivery should allow enough time. Payment will not be made until all equipment is received.

Notice To Distributors/Quoters – If you are not the original equipment manufacturer, then consideration for award of contract shall be given only to small business authorized distributors of the Opto 22 items represented in this solicitation. If you desire to be considered as a potential source for award of this contract, proof of being an authorized distributor shall be provided on company letterhead signed by a responsible company official and sent with your response. This only applies to the brand name Opto 22 products.
