About this opportunity
The Department of the Navy Naval Sea Systems Command seeks 60 units of Shock Mounts PN SB16-610-04-S-B to support installation of an HMI Enclosure aboard vessel SCD19376, with proposals due June 4, 2026. The procurement is set aside for Women-Owned Small Business concerns.
Place of performance is Philadelphia, Pennsylvania. Delivery is required within 12 weeks from award to NSWC Philadelphia Division, Building 542, 1601 Langley Avenue. The shock mounts are 6.10 inches tall, SB16 Series with stainless steel bars, passivation, and standard cable. Unit price is $446 per mount. The NAICS code is 339999, All Other Miscellaneous Manufacturing; PSC is 6110, Electrical Control Equipment.
The underlying justification reflects a sole-source determination based on the enclosure's completion of environmental shock and vibration testing using this specific part number and mounting pattern. Market research evaluated three alternatives (PN70535-4 Rev C at $385 per unit, PNVIR-1028-04 at $362 per unit, and PN 70242-1 at $306 per unit), but all were deemed unsuitable due to form, fit, and function incompatibility and lack of environmental testing certification. Selecting an alternative would require additional shock and vibration testing of the entire enclosure system, new engineering support, and new test units, increasing government costs and extending timelines. Justification was approved May 13, 2026.
Award will be firm fixed price to the lowest-priced technically acceptable quote. All units must be awarded to a single offeror. Inspection and acceptance occur at both the contractor's facility and destination; FOB is destination. Questions are due June 4, 2026, and must be submitted electronically via PIEE Solicitation Module or email to stefan.b.kitzinger.civ@us.navy.mil.
