About this file
This is a Brand Name Justification Format for Simplified Acquisitions submitted by Joe Everly (Code 446) at NSWC Philadelphia Division to the Simplified Acquisition Section.
The requirement is for the procurement of Shock Mounts part number SB16-610-04-S-B in a quantity of 60 units at $446 per unit, with delivery required to commence on November 30, 2026. These shock mounts are essential for securing an HMI Enclosure to the foundation of vessel SCD19376; without them, the installation cannot proceed. The justification for sole source selection is based on the enclosure's completion of environmental shock and vibration testing using this specific part number and mounting pattern. Market research evaluated three alternative part numbers (PN70535-4 Rev C at $385 EA, PNVIR-1028-04 at $362 EA, and PN 70242-1 at $306 EA), but all were determined unsuitable due to form, fit, and function incompatibility with the enclosure design and lack of environmental testing certification. Selecting an alternative would require additional shock and vibration testing of the entire enclosure system, new engineering support, and new test units, resulting in increased government costs and extended timelines. The justification was approved by the Cognizant Requisition Originator (Joseph Everly), First Level Supervisor (Brenda McCoy), and Contracting Officer (Jill Randazzo) on May 13, 2026.

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON
CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE
ACQUISITION
This requirement is for the purchase of Shock Teck Shock Mounts PN (SB16-610-04-S-
B). Shock mounds will support the enclosure to the foundation. This Brand went through environmental testing with the enclosure that is going to be installed on the ship for this project and passed all tests. The enclosure was designed to fit with PN SB16-610-04-S-B, therefore if other shock mounts were to be selected, we would need to go through environmental testing of the entire enclosure. Selecting a different part number will cost government more time and funding.
The selected part number is required because:
1. The enclosure was shocked and Vibed with the same part number shock mounts, any other brand or part number would void the environmental testing already certified for this enclosure.
2. Enclosure is designed with mounting patterns to fit Part number SB16-610-04-S-B.
3. Shock Mount Selected can engineering specification for HMI enclosure.

Only Part number SB16-610-04-S-B meets all their requirements for the project.
All the requirements were evaluated by C446 system matter experts. Therefore, the system successfully completed shock and vibration testing. Changing the material will require new shock testing to enclosure with new cable, which will require engineering support and new enclosures to test. This will cost the government more money and resources.
3. MARKET SURVEY
Market research was conducted by researching similar items in stock system and comparing specifications to find another part that could work. Research concluded that
PN 70535-4 Rev C, PNVIR-1028-04, and PN 70242-1, would not be a good fit for HMI enclosure due to size and dimension specification in relation to the enclosure. In addition, we would have to go through environmental testing with different shock mounts to confirm that the enclosure would safely operate und shock and vibe to be qualified for shipboard use. This would require the government to spend more time on environmental testing and requires additional funding which we don’t have at this time.
