About this opportunity
The Naval Sea Systems Command (NAVSEA) intends to issue a sole source Request for Proposal (RFP) N00024-25-R-2400 to Huntington Ingalls Incorporated (Ingalls Shipbuilding) for engineering and technical support services related to ship construction and maintenance for the LHA 8 and LHA 9 Class Amphibious Assault Ships. The procurement will focus on post-delivery technical data and material services, with Ingalls Shipbuilding selected due to their unique qualifications, background, and extensive experience with these specific ship classes. The pre-solicitation notice was posted on January 23, 2025, with a response deadline of February 7, 2025. This opportunity is being pursued under the authority of Federal Acquisition Regulation (FAR) 6.302, which allows for non-competitive procurement. Interested parties seeking subcontracting opportunities are advised to contact Ingalls Shipbuilding directly.
The contract opportunity is not set aside for any specific business category and will be awarded on a sole source basis, directly to Ingalls Shipbuilding. The proposed contract is a follow-on to previous contracts N00024-16-C-2427 for LHA 8 and N00024-C-2437 for LHA 9, indicating continuity of service for these naval vessel programs. While specific award values are not disclosed in the pre-solicitation notice, the procurement is categorized under NAICS code 336611 for Ship Building and Repairing and PSC code 1905 for Combat Ships and Landing Vessels. The government emphasizes that this notice is for informational purposes only and does not constitute a commitment to solicit proposals or award a contract. Any future competitive solicitation, if deemed necessary, would be announced on SAM.GOV, and potential respondents would be required to comply with that announcement.
