About this opportunity
The U.S. Army Corps of Engineers, Walla Walla District, is soliciting competitive quotes for comprehensive janitorial services at Little Goose Lock and Dam under solicitation number W912EF26QA0200002. The contract encompasses floor maintenance (sweeping, mopping, waxing, and vacuuming), interior and exterior cleaning, restroom and kitchen sanitization, trash removal, window cleaning, and annual strip-seal-wax operations across multiple facilities including the Powerhouse, Juvenile Fish Facility, Construction Trailer, Visitor Center, and Esplanade. Key contract requirements include providing all labor, equipment, materials, and consumables; performing work five days per week beginning at 4:00 PM with completion by 6:00 AM; and maintaining a Quality Control Plan with an Acceptable Quality Level of 90 percent, with monthly deductions ranging from 10 percent to 100 percent for substandard performance. Personnel must complete antiterrorism training (AT Level 1), HECP awareness training, asbestos awareness training, and E-Verify verification, and must comply with extensive safety, security, and environmental requirements. The contract will be awarded to the responsible offeror offering the best value based on price, with offers due by February 9, 2026, at 12:00 PM local time.
This is a 100 percent HUBZone small business set-aside with no identified incumbent contractor. The total potential contract value is $22,000,000, covering a one-year base period from March 1, 2026, through February 28, 2027, plus four one-year option periods and one six-month option period extending through August 2031. The Visitor Center and Esplanade services are available only during the base year and select option periods (May through October). Work will be performed at Little Goose Lock and Dam located in Dayton, Washington. All offerors must be registered in the System for Award Management (SAM), maintain HUBZone certification, and complete mandatory representations and certifications prior to award. The contractor must supply all materials and equipment while the Government provides utilities, water, restroom facilities, storage space, and keys.
