About this opportunity

The Department of the Treasury's Office of the Comptroller of the Currency (OCC) has issued a Special Notice announcing their intent to award a sole source contract to RELX Inc. for a LexisNexis Digital Library Subscription. The contract will be awarded under FAR 13.5 Simplified Acquisition procedures for commercial items, utilizing the sole source authority under FAR 6.302-1, which permits awards when only one responsible source can satisfy agency requirements. The subscription encompasses core titles in banking law, administrative law, and federal practice in both eBook and print formats, with regular updates to current law. The initial contract period runs from October 1, 2025, through September 30, 2026, though supporting documentation indicates the full contract includes four twelve-month option periods extending through 2030. The total estimated contract value is $327,691 over the full performance period.

The OCC's sole source justification is based on RELX Inc.'s proprietary ownership of essential legal and banking publications that are not available from other publishers, making them uniquely qualified to provide the required services. The digital library platform supports OCC employees working outside headquarters by providing desktop access to critical legal and financial information, and it uniquely integrates eBooks from other publishers covering economics onto the same platform. While this is not a competitive procurement, the government will consider capability statements from other responsible sources submitted before the September 19, 2025 closing date. The OCC conducted market research between February and April 2025 to support their sole source determination. Any contractor interested in responding must demonstrate they can provide the same proprietary content and platform capabilities that RELX Inc. offers through the LexisNexis Digital Library system.

Notice text

The Office of the Comptroller of the Currency (OCC) hereby gives notice of their intent to award a firm fixed price contract to RELX Inc. 1150 18th Street NW Suite 600 Washington DC, 20036-3843. On a sole source basis utilizing FAR 13.5, Simplified Acquisition for Certain Commercial Items, procedures in accordance with 41 USC 253(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is for LexisNexis Digital Library Subscription.

Based on market research, RELX Inc is the only vendor that meets the requirements below.

Data consistency/comparability: LexisNexis Digital Library provides core titles in banking, administrative law, and federal practice, that are essential tools for the OCC.  The collection includes titles in eBook and print formats, regularly updated with current law, which are proprietary and not available from any other legal publisher.

Additionally, the LexisNexis Digital Library supports the integration of eBooks from other publishers covering economics onto its platform, making the system valuable to economists as well.  The eBook platform is essential to support the OCC employees who work at locations outside of headquarters and require desktop access to legal and finance information.

Period of Performance: 10/01/2025 – 09/30/2026

This is not a request for competitive proposals; however, the Government will consider responses from all responsible sources received before the closing date of this notice.
