About this opportunity

The Federal Emergency Management Agency (FEMA) Region 4 is seeking a contractor to provide Level II Armed Security Guard Services in support of disaster response and recovery operations throughout South Carolina. The contractor must supply armed protective security officers to staff temporary and fixed facilities including Joint Field Offices, staging yards, branch offices, and Disaster Recovery Centers, with initial availability of up to five vetted guards deployable within 24 hours and capacity to deploy additional personnel within 24 to 48 hours as needed. Key qualifications for personnel include U.S. citizenship, high school diploma or equivalent, current or prior military or security experience with a minimum of two years, state and local firearms permits and certifications, CPR/First Aid/AED certification, current firearms training and qualification, baton or OC spray certification, and a minimum age of 21 years. The government will evaluate proposals based on three criteria: technical capability (including staffing plans, availability of vetted officers, lodging solutions, and compliance demonstration), past performance on FEMA and government contracts, and price, with technical capability and past performance weighted significantly higher than cost. The deadline for proposal submission is February 13, 2026, at 12:00 PM ET, with a questions and clarification period that closed on February 6, 2026, at 12:00 PM ET.

This is a total small business set-aside contract, and the government declined to disclose information regarding the incumbent contractor, current pricing, or budget details. The base contract period runs from April 8, 2026, through May 7, 2026 (30 days), with two optional one-month extension periods extending through July 7, 2026, with potential for a total 90-day base period plus three 90-day options. The contract will be awarded on a Time and Materials/Labor Hour basis with prevailing wage rates determined by Department of Labor Wage Determination for South Carolina under category 27102 (Guard II). The place of performance is Columbia, South Carolina 29223, though services will be provided at various disaster-related sites throughout declared disaster counties in the state. All contractors must furnish uniforms, Level II ballistic resistant vests, firearms (semiautomatic 9mm or .40 caliber), ammunition, equipment, and assume full responsibility for personnel management, background investigations, licensing, permits, insurance, and pre-employment screenings.
