About this opportunity
The U.S. Army Corps of Engineers Kansas City District intends to solicit lessors for approximately 1,600 gross square feet of office and related space in Ottumwa, Iowa, with proposals due October 5, 2026. The government is evaluating whether to renew its current expiring lease or pursue alternate space if economically advantageous, weighing relocation costs including physical move, tenant improvement replication, telecommunications infrastructure, and agency downtime against potential savings.
Award evaluation will apply best-value analysis with price and technical factors weighted equally. Price encompasses fully serviced lease rates covering rent, janitorial services, utilities, parking, and any lessor contribution toward construction. Technical factors include location within Ottumwa city limits, neighborhood quality, ease of access, building appearance, parking availability, floor plan efficiency, signage potential, adjacent business compatibility, and high-speed internet availability.
The lease will run for up to five years with government termination rights after October 31, 2002, and incorporates USACE-prepared Lease Form L100 with mandatory compliance to accessibility requirements, fire protection and life safety standards, and Phase I Environmental Site Assessment per ASTM standards. The lessor must provide 24-hour unrestricted access, communications infrastructure (DSL, T1, or satellite), direct access to a secondary exterior exit door, and 24-hour lighted parking for government vehicles plus adequate private vehicle parking on-site or within four blocks. The lessor must maintain liability insurance of at least $1,000,000 combined limit and property damage insurance of $500,000, deliver space ready for occupancy with a valid Certificate of Occupancy, and provide as-built CAD drawings within 60 days of occupancy.
Detailed construction specifications, janitorial service requirements including twice-weekly trash removal with 100% recycled liners and disinfection protocols, and the USACE Rental Proposal Worksheet (Form 1364) are provided. Offerors must register in SAM and submit evidence of owner interest such as a deed.

Notice text
The US Government currently occupies office and related space in a building under lease in Ottumwa, IA that will be expiring. The Government is considering alternate space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. The amount of square footage needed is approximately 1,600 square feet. Information should be sent to Kathy Cherrito, at Katherine.a.cherrito@usace.army.mil, 816-772-5413.
