About this opportunity
The U.S. Army Corps of Engineers, Kansas City District, is preparing to solicit lease proposals for approximately 1,000 gross square feet of office and related space in Kansas City, Missouri, with offers due August 26, 2026, at 12:00 a.m. CDT. The Government is evaluating whether to renew its current expiring lease or relocate to economically advantageous alternate space, factoring relocation costs (physical move, tenant improvements, telecommunications infrastructure replication, and agency downtime) into its decision.
The space must be located within a delineated area bounded by I-35/291 (North), W Kansas Street (South), N Lightburne Street (East), and NE Shoal Creek Parkway (West). The lease term is up to five years with termination rights exercisable by the Government with 60 days' notice after October 31, 2002. The lessor must provide 24-hour unrestricted access; DSL, T1, or satellite communications infrastructure; direct access to a secondary exterior exit door; and 24-hour lighted parking for two Government vehicles plus adequate parking for privately owned vehicles onsite or within a four-block radius.
Award will be made on a best-value basis with technical factors (location, neighborhood quality, building accessibility, parking availability, floor plan efficiency, and high-speed internet availability) weighted approximately equal to price. Offerors must provide evidence of property ownership or control, complete USACE Form 1364 with detailed pricing, and address environmental, fire protection, life safety, accessibility, asbestos, and historic preservation compliance. The Government retains the right to conduct property inspections and request Phase I Environmental Site Assessments at the offeror's expense. The lease must comply with operating lease treatment requirements under OMB Circular A-11. Submissions should be directed to Kathy Cherrito at Katherine.a.cherrito@usace.army.mil or 816-772-5413.
Notice text
The US Government currently occupies office and related space in a building under lease in Kansas City, MO that will be expiring. The Government is considering alternate space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. The amount of square footage needed is approximately 1,000 square feet. Information should be sent to Kathy Cherrito, at Katherine.a.cherrito@usace.army.mil, 816-772-5413.
